SAFETY EVALUATION REPORT, AMENDMENT APPLICATION DATED MARCH 21, 1988, RE TRANSFER OF CALCIUM FLUORIDE TO VENDORS

Background

GE proposes to transfer small quantities of calcium fluoride (CaF 7) to vendors for evaluation of potential usage. The CaF 2 contains trace quantities of enriched uranium.

Discussion GE proposes to ship test quantities of CaF, to two companies. These companies will evaluate and test the material for use in their process, producing briquettes used as a fluxing agent in steel processing and bricks for the construction industry. Test activities and end use of the material will be limited to that which does not allow chemical separation of the uranium or entry of the product into the food chain.

The dewaterd Caf, solids contain less than 30 pCi of uranium per gram on a dry weight basis. The CaF, meets Option 1 of the Branch Technical Position for the disposal of uraniuh. and thoriun, wastes, the cutoff level that allows disposal in an unrestricted manner. Mixing of the CaF in the process will further dilute the uranium reducing the concentration.2 The reuse of the licensee's calcium fluoride is not expected to result in an adverse impact to humans and/or the environment.

Conclusion / Recommendation The calcium fluoride from the licensee contains trace quantities of uranium which is below the Option 1 value in the Branch Technical Position. The reuse of this material will not result in an adverse impact to humans or the environment. Approval of the application is recommended.

The Region II Principal Inspector has no objection to this action.
