SUBJECT:
MEETING SUM MRY OF MARCH 6. 1981 ..w. l i Northeast Nuclear Energy Company (NNECO) and NRC representatives met in : the Bethesda, Maryland office of General Electric Company (GE)(Landow Building - 7910 Woodmont Avenue) on March 6,1981. The purpose of the ; meeting, requested by NNECO, was to brief the.NBC representatives on pipe cracking at Millstone IJnit 1. GE recently found that some of the i pipe weld cracks detected during the October 1980-April 1981 Millstone , extended refueling outage In-Service Inspection (ISI) of stainless steel pipe were transgranular, although u>st were intergranular. At NRC's request NNECO sumar17ed the analytical results and the modifications. to the. Isolation Condenser Steam supply and condensate return pipe . supports and anchor bolts to assure the NRC required safety factor of
- 4. Also at NRC request NNECO described the extent of stainless steel ;
pipe replacement during the current outage. ; i All attendees (see enclosed list) were provided a copy of the visual aids used during the NNECO presentation. (One copy attached for docket room. Interested individuals may obtain copies by contacting the undersigned.) The NNECO sunmary and conclusions, however, are , restated below: Sumary o Inspections exceeded NUREG 0313 [ o All cracked material replaced with NUREG 0313 material ; ( l l e NUREG 0313 leak-before-break conclusion remains valid , e Leakage detection syste;ns operational j e NUREG 0313 ISI to continue Conclusions e Pipe cracking remains non-safety problem as previously concluded , in NUREG 0313 4 e Continued safe plant operation is assured .,, THIS DOCUMENI CONTAIM 81082A0 "

h k b- W di Y M N 2-The NNECO epresentatives exhasized that beed on tests and analysis of Millntone 1 of the cracked stainless steel pipe during the 1980-1981 extended outage, the cracks are not indicative of a generic concern, . but rather unique to Millstone 1. The licenses traced the origin of the cracks to the 1972 chloride intrusion incident. All of the observed cracks were in the weld material or the weld heat affected zone. The 304 stainless steel piping was reroved and was replaced with low carbon 316K stainless steel pipe. Current plans schedule Millstone 1 to return to power generation on April 2,1981.
