AFFIDAVIT OF DR. JULIUS J. PERSENSKY I, Julius J. Persensky, being duly sworn state as follows:

1. I am employed by the U.S. Nuclear Regulatory Commission as the Section Leader of the Personnel Qualifications Section, Licensee Qualifications Branch, Division of Human Factors Safety. A copy of my professional cualifications is already on record in this proceeding.
2. The purpose of this affidavit is to respond to the Licensing Board's Partial Initial Decision of May 3, 1985 (LBP-85-15), in which Licensee was ordered to present to the parties and seek their approval of its proposal for a plan to evaluate the performance of its trained licensed operators in the job setting, in order to provide feedback into the TMI-1 licensed operator training program. Specifically, this affidavit is to notify the Board that the NRC Staff has reviewed Licensee's proposed plan and finds that the plan constitutes a satis-factory response to the Board's Order.

3. I have reviewed Licensee's Proposed Evaluation Plan and attachments (the Plan), which was transmitted to the parties by memoran-dum of May 28, 1985 from Deborah B. Bauser. On June 11, 1985 I attended a meeting at Ps. Bauser's office. The purpose of the meeting was to discuss the comments of the parties on the Plan. At that meeting, I transmitted to her and to Dr. Robert Long, Licensee's Vice-President of fluclear Assurance, the Staft's comments on the Plan and received clari-fication from Licensee on a few points raised by the Plan.
4. On June 13, 1985, Dr. Long and I spoke by telephone. In our conversation, we discussed each of the changes which Licensee was making to its Plan in response to the Staff's comments, and Dr. Long represented to me that the changes discussed would be incorporated into the Plan as it will be submitted to the Licensing Board. I am satisfied that the Plan, as revised to contain the Staff's suggested changes, fully meets the intent of the Licensing Board's May 3,1985 Order and is acceptable to the Staff.

The foregoing is true and correct to the best of my knowledge.
