I, Robert W. Keaten, being duly sworn according to law, depose and say:

. 1. I am currently Director - Engineering Projects, GPU Nuclear Corporation and on March 28, 1979, I was Manager - Systems Engineering, GPU Service Corporation. ,-

t l 2. My handwritten notes which were produced to TMIA on September 15, 1984 i and designated in the Discovery Room as " D-6 Keaten" contain the notes I took during a telephone conversation with Gary Broughton on March 30, 1979.

3. We first page of the notes of my March 30, 1979 telephone conversa-tion with Gary Broughton is dated "3/29/79?-3/30". The date "3/30" is written in red ink.
4. I personally inserted the "3/30" date in red in my notes sometime l after the 1MI-2 accident but prior to October 19, 1979 when a copy of the notes which contain the "3/30" entry were provided to the Nuclear Regulatory Commission's Special Inquiry Group. The "3/30" date was inserted when I realized I had made an error as to the date when the telephone call took place and the notes were made.

TELEPHONE CONVERSATION *WITH WILLIAM LDWE I received a call from William Lowe of Pickard, Garrick 414we. I asked him two questions: '

1. Did he know who prepared the procedure for the venting of the .

make-up tank?

2. Was he the first to recognize the signific.ince of the containment  ;

pressure spike? )

In response to the first, he stated that the procedure was not prepared on -

his watch, but he believed that it had been prepared by Operations. He recalls that he was briefed or the procedure and the need for notification to call out the helicopter for monitoring.

With regard to the second question, he does not know if he was the first to recognize that the sharp pressure rise in the containment was an explosion, but he remembers that when the "... young man brought him the recorder trace, l

His occurred some time between 2100 hours0.0243 days <br />0.583 hours <br />0.00347 weeks <br />7.9905e-4 months <br /> and 2300 hours0.0266 days <br />0.639 hours <br />0.0038 weeks <br />8.7515e-4 months <br /> i on March 29, 1979. Lowe discussed this almost immediately with Tom crimmins 1 (Chief Engineer, Jersey Central Power and Light) and with Joe Logan, the thit Superintendent. He requested support in the control room and Jim Moore came up from GPU Corporation. He also telephoned 84W, Lynchburg, Ys. from the control room and spoke to Jim fyler and Don Nitty. (his could not be confirmed from the 54W telephone log in our possession.) He recalls that someone from WC was at the back of the control room in the sigervisor's office on ad open line to NRC. He came over to ask what they were doing and sat down at the table to help them de their measurements. This was some time after midalght on March 30.

He knew that several people were aware of the "sp he" noticed even by NRC, but apparently no one interpreted this date. *
