Motion for Permission for Opportunity to Respond to Staff's Correspondence in Resnonse to Paard's order of September 13,1989 Interveners are hereby respectfully requesting pennission to respond to
.NRC staff's response 'to the Board's request of September 13,1989.
On September 13,1989,the Appeal Board requested infonration fran the NRC staff concerning a notice in 54 Federal Register 37,37,517-18. Following review of the staff's response to their request,the Peard determined that "we will determine if it is necessary to afford the other parties an opportunity to respond".
As of October 2,1989,the Interveners have not received a copy of the NRC staff's submittal to the Board. Regardless of the content of the submittal, Interveners feel it necessary to be pennitted to respond to any correspondence from the NRC staff because the NRC staff are a party to these proceedings and Interveners' contentions have been levelled at the NRC staff's evaluation of GPUN's proposal

Barring a response fran any party may only cerve to ensure that the Ibard receives a biased view of the facts.

Interveners are concerned that the staff has reviewd'only selective aspects of the enanges in GPUN's proposal as noted in the Federal Register Notice.
Interveners wish to be provided the opportunity to respond t.o any aspect:
