AFFIDAVIT OF FRANCES SKOLNICK FRANCES SKOLNICK,being first duly sworn, deposes and says:

1. I reside at 2079 New Danville Pike,Lancaster,Pa.,within the 50 mile radius of the Three Mile Island Naclear Station, Unit 2.

~ 2. I am a member of Susquehanna Valley Alliance,Lancaster,Pa.

3. I understand that General Public Utilities Nuclear Corporation has requested an amendment for the Unit 2 reactor, license No DPR-73. If issued the amendment would delete the prohibition en the disposal of accident-generated water imposed by Technical Specification 1.17, 3.9.13 and 3/4.9.13.

This amendment, Technical Specification Request No.56,was requested in a letter dated February 25,1987 and was revised by a letter dated April 13,1987.

4. I have been authorized by the membership of Susquehanna Valley Alliance (SVA) to file a written petition for lea 0e to intervene on their behalf to litigate'the safety of this license amendment.
5. If the license amendment is granted,the health and safety of meubers of Susquehanna Valley Alliance and other citizens,living within the 50 mile radius of Three Mile Island, Unit 2,will be in jeopardy (NUREG-0683,Supplcent No.2, Final Report,pp.A.26-27, A.36-40, A.55-58 and A.102-134).

6. Dr.Karl Morgan noted NUREG-0683, Supplement No.2,Draf t Report, "I believe that the studies made by GPU and by the NRC staff are woefully inadequate and nuch more data should be provided before deciding the best way to be rid of this problem,".

Dr. Ernest Sternglass stated,"It is my professional opinion that the proposed open-cycle forced evaporation of 2.1 million gallons of accident-generated water containing strontium-90 and other biologically very hazardous isotopes would present a significant risk to the lives and the health of the public,and that alternative nethods of handling the problan exist which would greatly reduce this risk at canparable or lower direct costs." (A.55,NUREG-0683, Supplement No.2, Final Report).

If issued, the amendment would Celete the prohibition on the disposal of accident-generated water imposed by Techr.ical Specification 1.17, 3.9.13 and 3/4.9.13. This amendment, Technical Specification Change Request No. 56, was requested in a letter dated February 25, 1987 and was revised by a letter dated April 13, 1987.
4. I have been authorized by the Planning Council of Three Mile Island Alert, Inc. (TMIA) to repreFent TMIA to letigate the safety of this license amendment.
