EDWARD G. WALLACE, being duly sworn according to law, deposes and states as follows:

1. I am the Manager, PWR Licensing, for GPU Nuclear Corporation. I am familiar with the schedule for installation of the hot leg high point vents at TMI-l and the purpose for which these vents will be used once installed. The following information is true and accurate to the best of my knowledge and belief.
2. It is anticipated that the major pieces of equipment and other materials needed for installation of the vents will be received on site by the end of 1982.
3. The engineering effort for this modification was begun in December, 1980. The detailed design engineering l is expected to be completed in January, 1983, with the issuance of engineering drawings for the piping supports and cable conduit.

4. Construction of all elements of the vent system will take approximately six months from the time engineering is completed, if one shift per day is utilized. If two shifts per day are employed in constructing this system, construction time would be reduced to four months, i.e., the earliest-expected completion would be in May, 1983.
5. The. construction effort associated with, installation of the hot leg vent system is composed of the following elements:

l A. Mechanical Installation

i. Installation of approximately 100 feet of pipe and associated piping supports.

ii. Mounting for four solenoid operated valves, four hydrostatic test valves and four block valves.

iii. Mounting of two differential pressure transmitters, two orifice flow devices and two rupture discs, iv. Installation of a platform on top of the secondary shield wall "D" ring under which electrical cables l

l will be run.

I B. Electrical / Instrumentation Installation

i. Installation of 120 seismic cable supports with anchor bolts.

ii. Installation of approximately 1000 feet of cable conduit containing seven cables from the control room to the reactor building penetrations, eight cables from the penetrations to the valves, and four power and four instru-msnt cables from the penetration to the differential pres-sure transmitters.

C. Inspectior.. This modification is : assified.

as nuclear safety related and must be ecmpletely inspected by Qcalit.y Control persor.nel throughout construction.

D. T,e_sti_ng. The he: leg vent system must be fully test.ed to demonstrate its operability and cor.formance to design requirements. l

6. Construction of the hot icq vent system, as ' described in paragraph 5 above, requires considerabic access to the containment and the control room and therefore cannot be in process concurrent with hot functional testing. The hot. test program associated with steam generator repairs is scheduled to begin in March, 1983.
7. Upon completion and acceptance of the hot leg vent system, the only instructions previded to the control room operators for use of the vent system will be for inadequate 1
