) Prior Hearing) i AFFIDAVIT OF VERA L. STUCHINSKI VERA L. STUCHINSKI, being first duly sworn, deposes and says:

1. I reside at 3601 North Third Street, Harrisburg, Pennsylvania, within the 50 mile radius of the Three Mile Island Nuclear Station, Unit 2.
2. I am Chairperson of the citizens' group,Three Mile Island Alert, Inc.
3. I understand that General Public Utilities Nuclear Corporation has requested an amendment for the Unit 2 reactor, license No. DPR-73. If issued, the amendment would delete the prohibition on the disposal of accident-generated water imposed by Technical Specification 1.17, 3.9.13 and 3/4.9.13. This amendment, Technical Specification Change Request No. 56, was requested in a letter dated February 25, 1987 and was revised by a letter dated April 13, 1987.
4. I have been authorized by the Planning Council and the membership of Three Mile Island Alert to submit a request for a public adjudicatory hearing and. intervene on behalf of TMIA to litigate the safety of this license amendment.
5. Further, on behalf of the Planning Council and me.mbership of Three Mile Island Alert, I authorize Frances Skolnick, of the Susquehanna Valley Alliance, to act as the intervenor representing Three Mile Island Alert in the adjudicatory hearings.

6. If the license amendment is granted, the health and safety of members of Three Mile Island Alert, and other citizens living within the 50 mile radius of Three Mile Island Unit 2, will be in jeopardy ( NUREG-0683, Supplement No. 2, Final Report, pp. A.26-27, A.36-40, A.55-58 and A.102-134).
7. Dr. Michio Kaku noted NUREG-0683, Supplement No. 2, Draft Report, "At best, it shows a certain insensitivity and a lackadaisical attitude towards radiation safety and at worst, it shows an inclination to disregard the health and safety of people in Harrisburg." (A.134 NUREG-0683, Supplement No. 2, Final Report).

Dr. Ernest Sternglass stated, "It is my professional opinion that the proposed open-cycle forced evaporation of 2.1 million gallons of accident-generated water containing strontium-90 and other biologically very hazardous isotopes would present a significant ri'sk to the lives and the heaIth of the public, and the alternate methods of the handling the problem exist which would greatly reduce the risk at comparable or lower direct costs" (A.55, NUREG-0683, Supplement No. 2, Final Report).
