Clinton Power Station Unit 1 Independent Design Review

Dear Mr. Butler:

As a supplement to the Clinton Independent Design Review (IDR),

Bechtel has reviewed additional Sargent & Lundy work on high energy line break (HELB) and moderate energy line break (MELB) analysis. This review is documented in the attached report by Bechtel Power Corporation. This report concludes that all HELB/MELB issues have been resolved satisfactorily, subject to NRC review and acceptance.

With the submittal of this report, Illinois Power believes that we have provided all of the'information needed by the NRC to close out the HELB/MELB issues.
