Dear Sir:
Illinois Power Company (IP) is submitting the attached proposed Revision 3'of the' Inservice Examination Plan ~. The text has been revised and'the format modified to more accurately reflect the scope of the
. program. _These changes are'as follows:
.-Section 1.2(C) -. Incorporates IP's understanding of the exemptions in Subsection IWD'of the Code.
- Section'1.2(I) - Incorporates IP's response as submitted in U-601553 to NRC's request for additional-information on Generic Letter 88-01, "NRC' Position of IGSCC in BWR Austenitic Stainless b_
< Steel Piping".
Incorporates IP's position on GE SIL No. 455, Section 1.2(K)
Revision 1, Supplement 1, "ISI of Additional Alloy 182 Weldments".
Section 1.2(L) - Incorporates IP's position-on GE SIL No. 462, Supplement 1, " Shroud Support Access' Hole Cover Cracks," and NRC Information Notice No. 88-03, " Cracks in Shroud Support Access Hole Cover Welds".
Section 1.2(R) - Incorporates IP's position on GE SIL No. 289,
' Revision 1, " Core Spray Sparger Visual Inspection".
Section 1.2(T) - Incorporates IP's revised plan for snubber-functional testing as submitted in letter U-601545, dated October 16', 1989.
Section 1.2(W) - Incorporates IP's position on GE SIL No. 474,
" Steam Dryer Drain Channel Cracking".

Table 2, regarding class 3 components, has been revised as the result of IP's implementation of Plant Mc Tfication FC 017 which modified Fuel Pool Cooling System piping, snd improved understanding of the exemptions in Subsection IWD of the f.]de.
These changes heve resulted in some line classification changes from " exempt" to "not
[
exempt" or "not exempt" to " exempt".
The changes have been identified l
in Table 2 with revision bars in the right margin. The revision to Table 2-has no impact on previously completed inspections, but will require a revision to Appendix VI, Component Support Examination Schedule, of the Clinton Power Station ISI Program Manual.
Clinton Power Station's next refueling outage is scheduled to start in September.1990.
It is requested that these changes to the Inservice Examination Program Plan be approved by June 1,1990, to allow sufficient time to plan the refueling outage activities related to the Inservice Examination Program.
