As d. ;ussed in a telephone conversation between Ms. Angela Krainik, of your staff, and i Mr. Kenneth E. Brockman, Deputy Director, Division of Reactor Safety, on December 17, i 1996, this letter retracts my letter of December 9,1996, on the sr.me subject.

'During the last month, the Safeguards Branch of the Office for Nuclear Reactor Regulation (NRR) has undertaken a review of Amendments 40 and 41 of the Palo Verde Physical j Security Plan. This review is to confirm that the Region IV review of your plan changes I was consistent with NRC programmatic guidance. l We will advise you of the results of this review as soon as it is completed, in the mean time, you are reminded that, in accordance with 10 CFR 50.54(p), based upon your determination that changes to the security plan do not decrease its overall effectiveness, no NRC approval is required. Any implementation of these changes will be subject to inspection to confirm their appropriateness.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room.
