Dear Mr. Campbell:

l On October 3,19%, the NRC staff completed the semiannual Plant Performance

! Review (PPR) of Brunswick Nuclear Plant. The staff conducts these reviews for i L all operating nuclear mwer plants to develop an integrated understanding of I j safety performance. T1e results are used by NRC management to facilitate

! planning and allocation of-inspection resources. The PPR for Brunswick involved the participation of all technical divisions in evaluating inspection i results and safety wrformance information for the period March 1996 to

September 1996. PPts provide NRC management with a current summary of I licensee wrformance and serve as inputs to the NRC Systematic Assessment of l Licensee )erformance (SALP) and Senior. Management Meeting (SMH) reviews.

! This letter advises'you of our planned inspection effort resulting from the Brunswick PPR review. It is provided to minimize the resource impact un your i staff and to allow for scheduling conflicts and personnel availability to be l resolved in advance of inspector arrival onsite. The enclosure details our

! inspection plan for the next 6 months. The rationale or basis for each.

! inspection outside the core inspection program is provided so that you are

, aware of the reason for emphasis in these program areas. Resident inspections are not listed due to their ongoing and continuous nature, nor are region

based inspections which accomplish Resident Core Modules to compensate for i Resident Inspector absences due to training.

l' During each NRC inspection planned during this period, specific attention will i be given to the verification of selected UFSAR commitments. Applicable

! portion (s) of the UFSAR that relate to the inspection activities will' be i reviewed and verification made that the UFSAR commitments have been properly i implemented into plant practices, procedures and/or parameters. The goal is to determine the accuracy of the UFSAR regarding existing plant practices and i

conditions by providing specific attention to the UFSAR when performing

, various reactor inspections. Inspectors will not'be judging the overall

, completeness of the UFSAR: rather, the inspections will focus on identifying differences between the UFSAR description and the plant.
