Enclosed is the Environmental Assessment related to your application dated December 6,1985,as modified January 7,1986, for changes to the Haddam Neck Plant technical specifications to permit the repair of degraded steam generator tubes by installing metal sleeves in the degraded tubes rather than removing them from service by plugging them.

Also encicsed is a copy of the Notice of Issuance of Environmental Assessment and Firdi'1g of No Significant Impact, which has been sent to the Office of the Federal Register for pub 71 cation.
