Dear Sirs,

Pursuant to 40 CFR 355 (Emergency Planning and Notification), Duke Power Company hereby submits written follow-up notification for the release of Ethylene Glycol which occurred the evening of April 13,1994.

The Catawba Site contains a vehicle maintenance facility to service company operated cars, trucks, and equipment. Ethylene Glycol is stored in an underground storage tank in a concentrated form. As needed, this concentrated chemical is transferred into a smaller, above ground, mixing tank and diluted to the proper concentration for equipment use.

The mixing tank has a volume of one hundred (100) gallons.

. Thiafternoon of April 13,1994 technicians in the garage area could not obtain an Ethylene Glycol supply flow from the mixing tank to the service bays. Thinking that the isolation valve from the mixing tank to the service bay was closed one of the technicians went to the mixing tank room and opened what was thought to be the isolation valve between the mixing tank and the service bays. The technician returned to the garage area.

Soon afterward it was realized that the dilution water inlet valve to the mixing tank had been opened rather the isolation valve.

An overfiow of approximately one hundred (100) gallons occurred to the mixing tank room. The floor drain in the mixing tank room was plugged and the spilled Ethylene Glycol exited the room through the entrance door located in the outside wall of the facility and traveled approximately fifty (50) feet to a nearby storm drain.

The storm drains in this area of the site connect to a drainage network which discharges into the Standby Nuclear Service Water Pond. This pond is considered to be public waters because of a piped overflow connection through the dam to Lake Wylie.

It is estimated that of the one hundred (100) gallons spilled, twenty five (25) gallons or less entered the pond. Approximately seventy five (75) gallons ofliquid were recovered and drummed along with several dmms of saturated cleanup debris. Samples obtained at .

the storm drain outfall, prior to mixing with the pond, indicated the Ethylene Glycol concentration to be 3480 mg/l. The pond was routinely monitored visually for indications of adverse environmental consequences and none have been observed.

As Ethylene Glycolis a CERCLA listed chemical (from part i12 of the Clean Air Act) with a statutory Reportable Quantity of one (1) pound notifications were made to the following agencies:
