Dear Chairman Palladino:
Wisconsin Environmental Decade, an organization with 64,000 members, would like to submit the following comments on the Clinch River Breeder Reactor:
Wisconsin Environmental Decade is concerned that the on-going licensing proceedings before the NRC regarding the Clinch River Breeder Reactor are proceeding with incomplete and outdated information. Important new facts regarding the project have been disclosed and significant develop-ments in nuclear safety have been made since the Final Environmental Impact Statement (FEIS) for the Clinch River Project was released in 1977, five years ago.
We urge that the NRC supplement the 1977 FEIS, incorporating the new information regarding plant design, changes in NRC regulations since the 1977 FEIS, and so on. Public review of these changes is essential.
Please circulate a copy of the draft supplement to the FEIS for the Clinch River project to us for review as it is published. Thank you very much.
