We are writing to you in support of the Department of Energy's request to begin site preparation for the Clinch River Breeder Reactor Plant.

The prudence of expeditious development of breeder technology has been affirmed by several major studies which deal with our long-term energy needs and which recognize the long lead times necessary to bring a new technology to the point of coumercial feasibility. Also, the consensus of nuclear experts in the U.S. supports the completion of the Clinch River Project without future delay.

The project has been delayed by unsound politics and false arguments long enough. An objective look at the facts - technical, economic, nsed, etc. - can only point to the conclusion that building and operating the CRBRP is a vital step in this nation's energy security.

We look forward to NRC approval of early site preparation for the Clinch River Breeder Reactor Plant. ,

m, BISCO has an in-depth involvement in the electrical gen-erating industry which has exposed them to the debates regarding the future needs for energy in our country.

Those of us in the energy field are cognizant of the fact that nuclear generating of electricity as we presently know it, is an interim measure that cannot supply the needs of future generations without continuing to compound the waste problem. BISCO strongly supports the President's October 1981 Nuclear Policy Statement to " Insure our preparedness for longer term nuclear power needs", which is further supported by the entire utility industry.

It is in the best interest of this country that the Clinch River Breeder Reactor Project be brought to its earliest possible completion :2nd we ask your support to insure the success of this vital demonstration project. The rest of the world has recognized that breeder reactors are the second

This letter is an expression of support for the earliest possible completion of the Clinch River Breeder Reactor Project. I under-stand that the commission will rule soon on the Department of Energy's request for pennission to accelerate site. preparation activities. We support the request.

This project is the most important energy program which the United States is build ing. The acceleration of site work would not interfere with the NRC's r,afety, environmental and hearings proce s ,and would not eliminate any other uses for this site, including restoration if necessary. In addition, I know that non-safety related activities may proceed in parallel with the environmental hearings as stated in the Federal Regulations.

Acceleration ut the site work would support timely completion of this important step in the US Breeder Program. In addition, acceleration of the site preparation will yield a savings of almost thirty n.1111on dollars per year to the overall budget.

Accelerated site preparation activities at the Clinch River Project are vital to our nation's welfare.

The liquid metal fast breeder reactor approach offers a particularly at-tractive way to reduce the need for imported fuel. At the same time, this technology can help satisfy electric needs for hundreds of years in the U.S. Both of these benefits are of prime importance to the country.

I think it is most unfortunate that we have allowed this necessary re-search to be slowed the way it has been. We, or our heirs, may have to pay dearly as a result. '

Gentlemen:

On behalf of Breeder Reactor Corporation, I am writing to exoress our support for the Department of Energy's July 1,1982 request for author-ization to conduct site preparation activities pursuant to 10 CFR 50.12 of the Commission's regulations.

Breeder Reactor Corporation is the non-profit corporation estab-lished by the nation's elegtric power systems to represent its interests -

in the (linch River Breeder Reactor oroject. It represents the 753 utilities, public power systems and electric cooperatives which have committed financial support to the project.

We believe that in granting the request the Commission will avoid further unnecessary delays while assuring that all pertinent environmental issues are fully considered and preserving all elements of the Commission's regulatory and hearing process. At the same time, grant of this request will provide cost savings which are substantial by any objective measure, avoid the loss of infomational benefits and promote important national policies.

Breeder Reactor Corporation has steadfastly maintained its support of this project since its inception and throughout the four-year hiatus during the previous Administration. The Nodak Rural Electric Cooperative has participated in the funding of the Clinch River Breeder Reactor Program because we were and we remain convinced that it is imperative we move forward in the developing of nuclear power.

Unfortunately, our country seems to be in a period'when the negative approach to development gains more attention in our considerations than the positive feelings. The project is important for our future economic growth, and we feel that the safety and environmental factors are being considered and are an important part of the program's objectives.

I believe it is important to U.S. consumers that the Clinch River Pro-ject proceed without delay.

The increasing costs of technological development promise to continue.

Site preparation activities at Clinch River should be accelerated to take advantage of today's rates before tomorrow's come in much higher.

Since consumers pay all bills, it seems a disservice to us to procras-tinate while costs continue upward.

Additionally, we en losing ground to other nations as' they forge ahead with fast breeders. That, too, will cost consumers when it is finally determined--as I believe it will be--that we need nuclear breeders, and we will probably need to import technological help and components to meet what may have become a desparately tight schedule for us.

Thus, I feel it is imperative that approval be given for a much more rapid development of the Clinch River Breeder Reactor Plan Project. I urge your support.

'V It has been called to my attention that on July 1,1982, the Department of Energy requested permission of the Nuclear Regulatory Commission to accelerate site preparation activities for the above referenced project.

I feel it is imperative to allow site preparation to comr.ence while preserving all elements of the Nuclear Regulatory Commission's environment al, safety and hearing processes.

Timing on this project would be greatly hindered if permission would not be granted to proceed on the site preparation operations. The site preparation operations would not create any environmental or safety problems.

A national utility policy should be established so that non-safety related activities could be done in preparation for the plant within guidelines which should be established to ensure our country to be secure and meet the energy demands in a time of national security. In these times with various " hot spots"

~ _throughout the world, we must strengthen our country as we have done in previous decades. It is very important to proceed with the nuclear power plants and all related work.

Dear Chairman Palladino:

Pursuant to the request from the Department of Energy to the Nuclear Regulatory Commission to accelerate site preparation activities for the Clinch River Breeder Reactor Project, this letter is supportive of the Department of Energy's request.

The Empire District Electric Company has been involved in two other nuclear reactor programs; AETR -- Advanced Epithermal Thorium Reactor in the decade of the fifties, and SEFOR -- Southwest Experimental Fast Oxide Reactor in the sixties with the program completed in the seventies. The Company, although small, having no nuclear generating facilities, has also been a supporting participant in the CRBRP.

It is felt that in the national energy interest, liquid metal fast breeder technology needs to be concluded by demonstration. The CRBRP must be removed from politics in the public interest to promote energy independence.

Satisfactory completion and operation of the liquid metal fast breeder reactor will provide another means of transforming our potential energy inta kinetic energy. The usefulness of this new energy tranformation will provide our nation with a means of conserving other natural resources including those fossil fuels that are rapidly depleting. Some problems of nuclear waste disposal could be solved by utilizing the so called " throw-away" spent nuclear fuels from light water reactors and nuclear wastes from the national military preparedness plants in the LMFBR. This breeder option will allow our manufacturing industries to compete in the world market for breeder reactor plants, providing needed jobs for our industrial economy.

I respectfully ask that you and the Nuclear Regulatory Commission give careful consideration and approval to the Department of Energy's request.

On behalf of our Power District I would like to acknowledge the need for the prompt development of._the breeder reactor project.

In the energy-short world we live in todaf, we must utilize all aspects of research in finding new energy sources. The breeder reactor has already shown that it can successfully produce elec-tricity from uranium fuel that is already in good supply and available for use in breeder, reactors. The result of this is actually the production of more fuel, hence the term breeder re-actor. There are not too many processes that produce more fuel than they use, thus another positive reason for development of the breeder reactor.

t While the United States has delayed the breeder reactor project, l European nations have taken the lead and have built, or are build- -

ing huge breeder reactor plants. We believe it is time for the United States to get with this most important project and catch up with our European counterparts. Also, with so much time and money already invested in the Clinch River Breeder Reactor Project it seems a total waste to slow the project down.

In closing, we urge you to promote the prompt and complete, develop-ment of the Clinch River Breeder Reactor Project.

Completion of CRBRP We are aware the Department of Energy has requested permission of the Nuclear Regulatory Commission to accelerate site preparation activities of the Clinch River Breeder Reactor Plant. Northwest Iowa Power Cooperative, along with other rural electric cooperatives in the United States, has been a participant in this project since its inception. We feel the future of our country as far as energy supply is concerned hinges"on the continued development of a reactor such as the Clinch River Project. We do need to insure our preparedness for long term nuclear power needs. Since this project is now developed to the point where site preparation is the next step we sincerely hope that you will approve this phase of development.

Iowa is fortunate to have a nuclear plant serving two generation and transmission cooperatives in central and eastern Iowa. We believe the entire United States should reap the benefits of an even better nuclear proj ect.

We are disappointed at the previous ruling by the NRC to not allow site preparation to begin at the site for the Clinch River Breeder Reactor.

This project is of vital importance to our future energy needs in this

We understand that DOE has again requested permission to accelerate site preparation. We urge you to approve this request especially since the site preparation would not preclude an alternative use for the property, in the event Clinch River Reactor Project could not proceed. We , the taxpayers, have already invested millions of dollars into procurement of equipment which now sits idle and requires considerable additional moneys

to pay interest on the borrowed resources used to pay for this equipment.

With site preparation proceeding while hearings into environmental effects and safety considerations proceed a definite shortening of the construction period would be realized.
