SUBJECT:

RENEWAL OF FULL-POWER OPERATING LICENSE FOR H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 This memorandum informs the Commission of the issuance of a renewed facility operating license for H. B. Robinson Steam Electric Plant, Unit No. 2. By letter dated June 14, 2002, Carolina Power & Light Company submitted its application to renew the operating license for H. B. Robinson Steam Electric Plant, Unit No. 2. The staff reviewed the license renewal application in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Parts 51 and 54. Region II also performed inspections, as described in the December 17, 2003, memorandum from Luis A. Reyes, Regional Administrator. The staff documented the results of its safety review in its "Safety Evaluation Report Related to the License Renewal of H. B. Robinson Steam Electric Plant, Unit 2," which was published as NUREG-1785 in March 2004.

With respect to environmental matters, the staff documented the results of its reviews in a supplemental environmental impact statement, which was published as NUREG-1437, "Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 13, Regarding H. B. Robinson Steam Electric Plant, Unit 2," December 2003.

Pursuant to the June 5, 2002, staff requirements memorandum on SECY-02-0088, the Director of NRR issued Renewed Facility Operating License No. DPR-23 for H. B. Robinson Steam Electric Plant, Unit No. 2, on April 19, 2004. The final action was completed within the 22-month goal for reviewing a license renewal application that is not the subject of a hearing.
