Robinson Steam Electric Plant, Unit No. 2 FirstEnergy Nuclear Operating Company Davis-Besse Nuclear Power Station, Unit No. 2 Indiana Michigan Power Company Donald C. Cook Nuclear Plant, Unit No. 2 Virginia Electric and Power Company Surry Power Station, Unit No. 2

PROPOSED ISSUANCE OF ORDERS REGARDING RESPONSES TO BULLETIN 2001-01, "CIRCUMFERENTIAL CRACKING OF REACTOR PRESSURE VESSEL HEAD PENETRATION NOZZLES" This is to inform the Commission that Orders, requiring performance of a qualified visual examination of all vessel head penetration nozzles to justify operation beyond December 31, 2001 will be issued no sooner than 5 days after the date of issuance of this notice. These Orders, when issued, require plant shutdown if these inspections are not completed by December 31, 2001.

The issuance of these orders to require licensees with most highly ranked (susceptible) vessel head penetration nozzles or that have experienced primary water stress corrosion cracking of vessel head penetrations to perform inspections that are capable of detecting nozzle degradation or leakage and before the safety margins for the nozzles are lost and rupture of the nozzle occurs is necessary to provide reasonable assurance of adequate protection of the I health and safety of the public.

Attached are a brief background of this issue and the Orders that are planned to be issued to the licensees.
