REQUEST APPROVAL OF EXCUSED ABSENCE FOR EMPLOYEES AFFECTED BY INCLEMENT WEATHER CONDITIONS This memorandum is to request approval of excused absence for the regional employees listed below, who were affected by inclement weather conditions in South Carolina, North Carolina, and Northeastern Georgia on January 26-27, 2004. The inclement weather conditions (severe icing conditions) resulted in treacherous driving and local office closings in these areas.

Approval of excused absence is requested for the number of hours indicated for the following employees:

A severe ice storm occurred in the Columbia Metropolitan Area during the morning of January 26, making the roadways treacherous; the Senior Resident Inspector informed me that driving to and from work would be hazardous and directed that refrain from driving due to the worsening road conditions. Roads were blocked by downed trees due to the ice storm resulting in significant delays as well as safety concerns; All state offices, schools, colleges and universities were closed as well as the vast majority of businesses un January 27; State Highway Patrol urged all citizens to stay off the roadways unless absolutely necessary; The decision not to report to work was discussed with the SWI on January 27.
