CLOSEOUT OF TAC NUMBER FOR BEST ESTIMATE LARGE-BREAK LOSS-OF-COOLANT ACCIDENT METHODOLOGY (TAC NO. M97759)
This memorandum regards Carolina Power & Light Companys (CP&Ls) proposed application for review of best estimate loss-of-coolant accident (LOCA) models and methodology for H. B.
Robinson Steam Electric Plant, Unit No. 2. CP&L intended to request relief from the regulatory burdens associated with current 10 CFR Part 50, Appendix K methodologies, which are used to demonstrate compliance with 10 CFR 50.46. A pre-application TAC was opened in January 1997 to facilitate the discussion with CP&L. Subsequent to its initial correspondence, the staff determined that this issue should be coordinated with Siemens Power Corporation before any plant-specific application of the methodology.
By letter dated August 20, 2001, Framatome ANP submitted Topical Report EMF-2103(P),
Realistic Large Break LOCA Methodology for Pressurized Water Reactors for staff review and approval. By letter dated December 20, 2001, CP&L submitted a request for an amendment to reference the above report in Technical Specification 5.6.5, Core Operating Limits Report for H. B. Robinson Steam Electric Plant, Unit No. 2. Therefore, TAC M97759 should have been closed in August 2001. Based on this information, TAC No. M97759 will now be closed as of the date of this memorandum.
