SUBJECT:

SER TO THI ACTION ITEN II.K.3.25,FOR TURKEY POINT UNITS 3 5 4 Docket Number: 50-250/251 TAC Number: 40648 Plant Project Hanager: tl. Grotenhuis II.K.3.25 .Project t1anager: J. Hegner Review Branch: Reactor Systems Branch Review Status: Complete Me have reviewed Florida Power and Light Company's response to TflI Action Item II.K.3.25, as transmitted to RSB by DL for the Turkey Point Nuclear Power Stations. This Action Item requires licensees to demonstrate that the integrity of their reactor coolant pump (RCP) seals is maintained (e.g.,

adequately cooled) during a loss-of-offsite-power event.

The applicant's response stated that the reactor coolant pump sea'Is are cooled by two independent methods: (1) the chemical and volume control system, and {2) the component cooling water system. During a loss-of-off-site-power event, the RCP motor is de-energized and both cooling systems to the seals are terminated. However, the diesel generators are automatically started and "either" the seal injection flow or the component cooling water to the thermal barrier heat exchanger is automatically restored within seconds. Either of these cooling supplies is adequate to provide seal cool-ing and prevent seal failure during a loss-of-offsite-power event.

Me find the licensee's submittal acceptable, conditional upon the clarifica-tion of which system is automatically restored during a loss-of-offsite-power event (e.g.. component cooling water, seal injection, or both).

He request that you keep us appraised as to the applicant's response. Should you have questions regarding our review, please contact Jack Guttmann at X29442.
