Dear Mr. Chairman:

We believe that significant new information and circumstances regarding Clinch River which have arisen since 1977 require the Nuclear Regulatory Commission to draft a supplement to the Final Environmental Impact Statement for the Clinch River Breeder Reactor.

A revised Environmental Impact Statement should take into consideration the following new developments:

1) Major changes in the design of the CRBR reactor vessel and fuel core;
2) Implications of the Three Mile Island accident, regarding in pa'ticular r human error as a cause of nuclear mishaps, and the risks of serious reactor m accidents previously " deemed" incredible;
3) A recent U.S. Court of Appeals decision invalidating NRC's summary consideration of the environmental impacts of long-term radioactive waste disposal;
4) Changes in NRC regulations during the last five years regarding safeguards, reactor siting, accident risk reduction, radiation protection, transportation of radioactive material and emergency planning.
5) The recent disclosures, including those contained in the Morgan Memorandum, regarding the ineffectiveness of international safeguards in advanced fuel cycle facilities that would service breeder reactors. _

We urge the Nuclear Regulatory Commission to proceed with a revised Final Environmental Impact Statement, which The Nuclear Club would like an opportunity to review and comment upon.
