4.0 TITLE

Licensed Operator / Senior Operator Replacement Training

4.1 INTRODUCTION

4.1.1 Purpose _

This procedure provides instructions for the performance and documentation of training programs for replacement licensed personnel.

4.1.2 Acolicability This procedure applies to the qualifications and training

- for replacement licensed operators and senior operators for the James A. FitzPatrick Nuclear Power Plant, includ-ing licensed s.taff members.

F 4.2 PROGRAM OBJECTIVE The objective of this training program is to provide a combination of technical and on-the-job training which will prepare replace-ment licensed personnel to operate the plant safely and efficiently and to respond correctly in emergency situations.

4.4 RESPONSIBILITIES 4.4.1 Training Coordinator s The Training Coordinator shall be responsible to the Resident Manager for the performance and documentation of training for replacement licensed operators or senior operators in accordance with this procedure and References 4.3.1 through 4.3.7., This responsibility shall include:

a. Specification of the content and duration of each phase of training, based upon evaluation of the experience and abilities of license candidates;

! b. Preparation, administration and grading of quizzes and examinations;

c. Evaluation of the readiness of each candidate for NRC license examination and subsequent operation of the plant controls;
d. Preparation and submittal of NRC license applica-tions, including medical examinations; and
e. 'lerification that each candidate meets the minimum requirements for education and experience.

a. Selection of license candidates shall be the joint responsibility of the Superintendent of Power and the Operations Superintendent.
b. The Senior Vice-President for Nuclear Generation, -

supported by the recommendations of the Resident Manager and/or Training Coordinator, shall certify to the USNRC for each license candidate:

1. Ability to operate the plant controls in a safe and efficient manner; and
2. Need for the license for which application is made.

4.5 PROCEDURE 4.5.1 General License candidates in training shall be relieved of their normal duties and placed in a full-time training status. With the exception of supervisory personnel, i they shall report functionally and administratively to the Training Coordinator. These requirements need not apply when training programs are temporarily sus-pended.

4.5.2 Selection of Candidates

a. Physical Condition The general health and physical condition of license candidates shall be such that they are not likely to cause operational errors which would endancjer public health and safety. This condition will be confirmed at the time of application through a medical examin-ation in the form prescribed by'10CFR55.

b. Education and Experience l

Operator license candidates shall hold a high school diploma or equivalent. Prior to appointment to duties requiring an operating license, candidates shall have at least two years of power plant experi-ence, at least one year of which shall be nuclear power plant experience. Candidates shall have a minimum time of six (6) months at the FitzPatrick Plant and shall have completed all of the training and evaluation of Section 4.5.3. >

Senior operator license candidates shall have possessed an operator's license for one year and shall have four years of responsible power plant experience criar to appointment to positions requir-ing a senior operator license. Responsible power '

plant experience should be that obtained as a control room operator (fossil or nuclear) or as a power plant staff engineer involved in the day-to-day activities of the facility. A maximum of two years of power plant experience may be fulfilled by academic or related technical training on a one-for-one time' i' basis. Two years ihall be nuclear power plant experience, at least six months of which shall be at the FitzPatrick Plant.

l dexterity and should show evidence of ability to i

progress to high levels of responsibility.

4.5 PROCEDURE (Continued) l b. Phase II: On-the-Job Training.

i Candidates shall be assigned as an extra person in the Control Room for a m%imum of three (3) months l

of on-the-job training. This phase of training shall be programmed, closely supervised, and docu-mented to show the experience gained by each candi-l date. It shall include:

1. Participation in reactor and plant operations under instruction at power levels up to at least 207...
2. Performance of a minimum of five (5) reactf sity manipulations which demonstrate a familiarity with reactivity control systems and mechanisms.

An approved list of reactivity manipulations is contained in Indoctrination and Training Proce-dure No. 5; ":_icensed Operator Requalification Program". A diversity of reactivity manipula-tions should be achieved by each candidate.

3. Completion of reading and self-study assignments.

During this phase of training, the Training Coordinator or his representative shall periodically review the l

progress of each candidate.

c. Phase III: Simulator Training Normally, a reactor startup is required as part of the operating test given by the NRC. This portion of the operating test may be waived for candidates who satisfactorily complete a NRC-approved training program at a nuclear power plant simulator. For eligibility, the license application shall contain a certificate from the simulator training center attes ing to the candidates' ability to:

1. Manipulate the controls and keep the reactor under control during a reactor startup;
2. Predict instrument response and use the )

instrumentation during a startup;

3. Follow the facility startup procedures; and l
4. Explain alanns and annunciators that may occur I during this operation.
d. Phase IV: University Reactor Training Startup, shutdown and low-power physics training at a university reactor facility should be strongly considered for candidates whose background is lacking in this " live" reactor experience. Typical of this group are ex-fossil operators, ex-Navy personnel

( except Reactor Operators and E00W's, and off-the-street personnel with limited operating experience.

e. Phase V: Review and Evaluation Training for license candidates shall include a mini-mum of forty (40) hours of review and evaluation.

l Evaluation of candidates shall consist of comprehensive written and oral examinations conducted by the Training Coordinator or his representative. These examinations shall be comparable in scope and depth to NRC written and operating examinations. Results shall be made i available to the Resident Manager and the Senior Vice-l President for Nuclear Generation for their final determination of the readiness of candidates for NRC examination and subsequent assumption of licensed responsibilities. Where results clearly indicate l that a candidate would not have passed NRC examinations, the license application for that candidate shall be withdrawn. ,

4.5 PROCEDURE (Continued) 4.5.4 Training of Senior Oper'ator License Candidates

a. Candidates for NRC senior operator licenses shall have participated in all of the training and evaluation of Section 4.5.3 of this Procedure, or its equivalent at a similar facility, as demonstrated by possession of a license or certification.

b. The Training Coordinator shall develop and implement a program of training and evaluation appropriate for the experience'of individual senior operator license candidates. ,

1. Classroom technical training shall include:

(a) Reactor theory '

Radioactive material handling, disposal and (b) ~

hazards. '

(c) Specific operating characteristics (d) Fuel handling and core parameters (e) Administrative procedures, conditions and limitations.

(f) Heat transfer, fluid flow and thermodynamics.

(g) Use of installed instrumentation and systems to control or mitigate an accident with a severely-damaged core.

(h) Reactor and plant transients.

This training shall proceed beyond the level of l knowledge required for operator license candidates.

' It shall include specific quantitative values for the FitzPatrick Plant, the utilization of mathe-matical expressions, the use of curves and graphs to explain plant behavior, and the basis of Tech-nical Specifications and other operational limita-tions.

2. Senior operator candidates shall have three (3) months of shift training as an extra person on shift.
3. Evaluation shall include a comprehensive written examination of senior operator difficulty. If oral evaluations are given, they shall test the candidates' knowledge of administrative proce-dures and senior operators' responsibilities.

4.5.5 Qualifications of Instructors Training center and' facility instructors who teach simulator courses or provide instruction in systems, integrated l .

responses and transients shall demonstrate their competence by successful conipletion of a USNRC senior operator license examination, except that, at the discretion of the Training Coordinator, non-licensed staff members and others may provide instruction in areas of their particular expertise.

Licensed facility instructors shall complete the require-ments of the licensed operator requalification program.

Non-licensed (ie: " certified") instructors shall partici-pate in this program to the extent required to assure they are cognizant of current operating history, problems, and changes to procedures and administrative limitations.

4.5.6 . License Acolications License applications and requests for examination waivers shall be made in accordance with 10CFR55, paragraphs 55.10 and 55.24, respectively. Certifications shall be made over the signature of the Senior Vice-President for Nuclear Generation (Section 4.4.2.b).

License candidates are expected to grant pemission to the i

INDOCTRINATION AND TRAINING 4.6 DdCUMENTATION This section contains examples of forms which may be used to document licensed operator / senior operator replacement training.

Other forms may be used which fulfill the intentions of the included forms.

4.6.1 Figures ,

a. Training Report (Figure 4.1)

At the completion of each phase of license candidate training, instructors shall forward this completed form to the Training Coordinator or his representative.

- Appropriate examinations, quizzes, reports, schedules or check-lists shall be attached.

b. Formal Training History (Figure 4.2)

This form shall be used to document individual participation in licensed operator / senior operator replacement training. l

c. Attendance and Grade Sheet (Figure 4.3)

This form shall be used to document day-by-day participation in formal technical training sessions.

Daily, instructors shall enter the material covered, the examinations or quizzes given, grades earned and attendance data. These completed forms shall accompany the training report for classroom techni-cal training.

Reading Assignments for License Candidates (Figure 4.4) d.

This form shall be issued to license candidates and shall be maintained by them. Assignments shall be completed before the end of Phase II: On-the-Job Training. Pericdically, the Training Coordinator or his representative shall review and initial ccmpleted assignments. These completed forms shall l

accompany the training report fo'r on-the-job training.
