The Consumer Protection Services Bureau of this Department recently forwarded the enclosed letter from Mrs. Margaret Blair to this Division for reply. As you will note in the letter, Mrs. Blair is concerned with the possible increased incidence of all forms of cancer which may result from the operation of the Arkansas Power and Light Company's nuclear generating station--Arkansas Nuclear One.

Inquiring into Mrs. Blair's interest, I have found her to be concerned about the total cost of nuclear power, not only in terms of capital, but more importantly, in terms of the mortality and morbidity impact on human life and the environment. Mrs. Blair, the wife of a prominent Fayetteville attorney, is a zoologist by professional training and appears also to be quite knowledgeabic in matters dealing with nuclear power plants and their ope ration. While Mrs. Blair is not a true opponent of the nuclear power industry, she is questioning its impact on this and futurc generations.

In formulating my reply, I propose to:

(1) Discuss in detail the Cancer Registry System that presently exists within the State of Arkansas, and, in cooperation with the Division of Vital Statistics, furnish Mrs. Blair morbidity and mortality rates for each type of cancer for the counties surrounding the Arkansas Nuclear One site.

(2) Explain the involvement of the licensee and the State in transportation of spent nuclear fuel.

(3) Request the Commission prepare an appropriate response to Mrs.

Blair's questions with particular regard to the possible increase in the incidence of cancer, as well as any other subjects you may deem app ropriate .
