Dear Mr. Martin:
The ot,jectives to be demonstrated by the util,ity.nd by off-site jurisdictions during the Arkan4as Nuclear One 1988 Radiological Emergency Exercise (REX-88) are attached. The exercise is scheduled for March 23, 1988 and the scope will be such that each listed objective will be adequately demonstrated for the purpose of evaluation by the cognizant federal authorities. This information is submitteG in accordance with the milestones delineated in FEMA REP Guidance Memorandum No. 17.
A meeting of the Joint Scenario Committee has been tentatively scheduled for January 14, 1988 for the purpose of discussing the attached objectives and tne scope of the exercise.
Please contact me prior to that date if you have any questions or comments regarding these objectives.
If we have not heard f rom you by January 14, 1988, we will assume that the listed objectives are acceptable.

ar AP&L OBJECTIVES 1.
Begin t.he exercise outside of normal working hours (between midnight and 6:00 a.m.)
2.
Classifying and upgrading the emergency through the General Emergency classification.
3.
Notification and deployment of the Initial Response Staff (IRS),
Initial Response Organization (IRO), and the Corporate Emergency Response Sta'f as dictated by the scenario.
4.
Make notifications to the Arkansas Department of Health within 15 minutes cf the declaration of an Emergency Class.
5.
Make emergency class notifications to the NRC in accordance with 10CFR50.72 (may be simulated if the NRC chooses not to participate in the exercise).
6.
Preparation of an initial news release from the Corporate office.
7.
Activation of the Technical Support Center within one hour following the declaration of an Alert.
8.
Activation of the Operational Support Center following the declara-tion of an Alert.
9.
Activation of the Emergency Operations Facility within one hour following the declaration of a Site Area Emergency.
10.
Activation of the Joint Media Center at the EOF.
11.
Activation of the Little Rock Support Center.
12.
Demonstrate the use of communications equipment during transfer of the Corper.ite Emergency Response Staff f rom Little Rock to ANO.
13.
Establishment of communications between the Control Room, Technical Support Center, Operational Support Center, Emergency Operations Facility, Little Rock Support Center, NRC (simulated), and State I
and local emergency response officials.

Demonstrate coordination between the Control Room, Technical Support Center, Operational Support Center, Emergency Operations Facility and Little Rock Support Center throughout the exercise.

Emergency Medical Team response to a simulated injured and radio-actively contaminated individual (s) at St. Mary's Hospital.

Transportation of a simulated injured and radioactively contaminated individual (s) to St. Mary's Hospital.

Demonstrate security procedures for the Emergency Operations Facility.
34.
Formation of Repair and Damage Control Teams and demonstrate initial recovery and reentry actions.
