Your letter of August 5, addressed to the Honorable Winthrop Rockefeller, Governor of Arkansas, has been referred to me for comment.

1 The Arkansas Planning Commission is directly concerned with the environ-mental quality of the state and the potential effects of structural developments which may be both favorable and unfavorable.

Recognizing that any major development on the order of the Arkansas Nuclear One power plant will produce many benefits and also will require the control of possible thermal pollution and affluents, we will be much interested-in the environmental report which is being prepared by the Arkansas Power and Light Company. We are convinced that this company will do everything in its power to control and minimize any adverse effects which may result from the develop-ment of power in the state, and we wish to express our interest in cooperating in the encouragement of these developments which might result.

We would appreciate a result of a copy of the environmental report af ter it is published.
