I acknowledge receipt of yrur letter, with enclosures, of July 7, 1970, inviting commer.t on the application of Arkansas Power & Light Company of Arkansas Nuclear One, Unit 1.

You further request my designation of the appropriate certifying agency that construction meets applicable water quality standards. Be advised that the appropriate certi-fying agency for the State of Arkansas is the Arkansas Pollution Control Commission, 1100 Harrington Street, Little Rock, Arkansas. Direct your communications to Mr. S. Ladd Davies, Director.

I have been somewhat concerned with the problems of overlapping jurisdictional units in atomic reactor sitings at the state level. We have attempted to avoid duplication of effort by having the commissioners of the Arkansas Pol-lution Control Commission be from other agencies with re-sponsibilities affected by a siting. However, some dupli-cation does exist. I am currently asking my administrative age'ncies to explore the advisability of an interagency approach, for purposes of responding to Arkansas Power &

Light Company's environmental report. If an ad hoc inter-agency arrangement proves workable, it may be utilized in the course of a state response to the same company's pro-posed application for a second plant. However, such a composite report would be independent of statutory essen-tial permits such as that required of the Arkansas Pollu-tion Control Commission and the Certificate of Convenience and Necessity required by the Arkansas Public Service Commission.
