Dear Sirs:
This Certification is given in compliance with Section 21(b) (1) of the Federal Water Pollution Control Act with reference to the Applications of the Arkansas Power & Light Company, 9th and Louisiana, Little Rock, Arkansas 72203, to the Atomic Energy Commission for authority to construct and operate two nuclear generating units (AEC Docket Nos. 50-313 and 50-368) on a peninsula in the Dardanelle Reservoir (a part of the Arkansas River) in Pope County near London, Ark.
The Arkansas Pollution Control Commission is the agency of the State of Arkansas designated by state law to control water pollution within the state and to certify compliance with applicable water quality standards.
This Commission has, according to Section 10(c).of the Federal Water Pollution Control Act, established water quality criteria for its interstate waters, including the Arkansas River, which criteria are included in the document entitled
" Water Quality Criteria and Plan For Implementation, State of Arkansas" and were approved by the Secretary of the Interior August 7, 1967..
This Commission has examined the Applications of Arkansas Power & Light Company to the Atomic Energy Commission described above.
In addition, the Commission has examined reports made by Bechtel Corporation of its studies of the discharge from the proposed generating units into Dardanelle Reservoir and its ef-feet on the water quality in the Reservoir, including a report o.n a hydraulic model investigation of the effect of the discharge.
The Commission has also considered other supplementary information and the testimony taken at two public hearings held by the Com-mission.
In our opinion, the Commission has examined and studied sufficient information to enable it to make the Certification set out below.
