Dear Sir:

In repsonse to your Inspection Report (IE Inspection Report No.

50-150/80-03) requiring our addressing a method of personnel accountability during emergency evacuation, we have proposed two procedural changes.

i The emergency procedure as now written does n.st outline a method of personnel accountability although the senior staff member on duty is responsible for such action. (See enclosed Emergency Procedure).

Under item three we shall add a statement requiring the Reactor Operator to remove the Visitor's Logbook when evacuating the building.

This will provide better accountability of visitors that might have I

been in the building when an evacuation was initiated.

l Under item four we shall add a statement requiring the senior staff member present to physically examine every office and laboratory in the Reactor Building (8 rooms) to assure complete building evacuation.

Instituting these two changes will provide better personnel accountability during and after emergency evacuations. Tnese changes will be effective December 1,1980. G-3/2 THE NUCLEAR REACTOR LABORATORY EMERCENCY PROCEDURES Type II - Nuclear Emergency In the event of a nuclear emergency, the building shall be evacuated at the sound of the horn located on the south wall of the Bulk Shielding Facility. Evacuated personnel shf11 assemble at the main (east) entrance of the Van de Graaff Laboratory.

The Reactor Operator is responsible for performing these procedures:

1. Depress the manual scram button on the Control Console, announce once over the intercom that the building is to be evacuated, and assure that the building evacuation horn is sounded.
2. Turn off the building fans as you leave the Control Room.
3. Pick up both a neutron sensitive and a gamma sensitive survey instrument and proceed to the Van de Graaff Laboratory.

The Senior NRL Staff member present is responsible for these steps:

4. Account for all NRL and experimental personnel. If a class was in session at the time of the evacuation, check with the g instructor in charge to insure all students are. accounted

) for. It is the responsibility of the instructor to assure the safety of his students.

5. Inform these people of the occurrence of the emergency:

6. Survey all personnel who have evacuated the NRL. Do not release them without clearance from one of the personnel listed in Step 5. (NOTE: Dependent on the type and severity of the incident, this might be the first step after assembly at the Van de Graaff.) . .

f 7. Proceed with discretion, and with a s'urvey instrument, towards the NRL, and if possible, check radiation levels around the building. Don't re-enter the building without respiratory equipment until the level of airborne activity in the building has been determined.

8. Take charge of establishment of exclusion areas, personnel recovery operations, etc., until arrival of personnel listed p in Step S.
