QUAD CITIES NUCLEAR POWER STATION CONFIRMATION OF INITIAL LICENSE EXAMINATION
Dear Mr. Hanson:
In a telephone conversation on December 17, 2015, between Mr. R. Venci, Examination Author, and Mr. B. Palagi, Chief Examiner, arrangements were made for the administration of licensing examinations at the Quad Cities Nuclear Power Station during the week(s) of Apri118, 2016, and April 25, 2016. In addition, the U.S. Nuclear Regulatory Commission (NRC) will make an examination validation visit to your facility the week of March 21, 2016.
As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 10 of NUREG-1 021, "Operator Licensing Examination Standards for Power Reactors." The NRC's regional office will discuss with your staff any changes that might be necessary before the examinations are administered.
To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by January 19, 2016. The written examinations, operating tests, and supporting reference materials identified in Attachment 3 to ES-201 will be due by February 16, 2016.
Pursuant to Title 10, Section 55.40(b)(3), of the Code of Federal Regulations (1 0 CFR 55.40(b)(3)), an authorized representative of the facility licensee shall approve the examinations and tests before they are submitted to the Commission for review and approval.
All materials shall be complete and ready-to-use. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.
To conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.
B. Hanson Appendix E to NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.
To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 3150-0090), medical certifications (OMB approval number 3150-0024),
and waiver requests (if any)(OMB approval number 3150-0090) at least 30 days before the first examination date. If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.
After you have been notified by the NRC Chief Examiner or Branch Chief that operator licenses have been issued, please direct any inquiries concerning a formal presentation of certificates to this office. Our goal is to have the operator certificates available for your celebration. At least 1 month advance notice of your celebration arrangements would be appreciated to plan our senior manager attendance and process the certificates.

Dear Mr. Hanson:
We have received your corporate letter RS-14-164, dated May 29, 2014, in response to U.S. Nuclear Regulatory Commission (NRC) Regulatory Issue Summary 2014-05, "Preparation and Scheduling of Operator Licensing Examinations." In the letter, you requested initial operator licensing examinations be scheduled for April2016, and August 2018, at the Quad Cities Nuclear Power Station. These dates have changed from our NRC response letter dated January 27, 2014.
In response, we have scheduled initial operator licensing examinations for the weeks of:
- April 18 and 25, 2016, with an on-site validation date the week of March 21, 2016.
- August 20 and 27, 2018, with an on-site validation date the week of July 23, 2018.
In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately, upon discovery, of such conditions and make arrangements to administer the examination at a mutually acceptable date.
We understand that your staff will develop the examinations, unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately.
The examinations have been individually scheduled for two weeks because your letter indicated that there were more than nine applicants being considered for each of these examinations.
Please inform us if the number of candidates change for any examination as this will impact the examination schedule. Also, please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations.
A supplementary letter will be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the Training Program.

NRC Regulatory Issue Summary 2014-05, "Preparation and Scheduling of Operator Licensing Examinations," dated April29, 2014 The referenced Regulatory Issue Summary (RIS) requested that facility licensees provide a proposed schedule of operator licensing examinations and an estimate of the number of candidates requiring initial operator license examinations for calendar years 2016 through 2019, and the number of candidates requiring Generic Fundamentals Examinations for calendar years 2016 and 2017. Attachments 1 through 14 provide responses to RIS 2014-05 for the EGC plants identified above. The requested information for each facility is provided on a separate NRC Form 536.
For Limerick Generating Station (LGS) and Peach Bottom Atomic Power Station (PBAPS), the Limited Senior Reactor Operator (LSRO) initial license examination can be a dual-site examination which involves both stations. In lieu of repeating the same information on LGS and PBAPS attachments, the LSRO examination scheduling information is provided on Attachment 7 for LGS. Attachment 11 for PBAPS references Attachment 7 where appropriate. There are no candidates currently expected to take the dual-site LSRO initial license examination for calendar years 2016 through 2019, as indicated on Attachment 7.

SUMMARY
2014-05 PREPARATION AND SCHEDULING OF OPERA TOR LICENSING EXAMINATIONS ADDRESSEES All holders of, or applicants for, a power reactor operating license or construction permit under Title 10 of the Code of Federal Regulations (1 0 CFR) Part 50, "Domestic Licensing of Production and Utilization Facilities," except those that have certified that they have permanently ceased operations and fuel has been permanently removed from the reactor vessel.
All holders of, or applicants for, a power reactor early site permit or a combined license under 10 CFR Part 52, "Licenses, Certifications, and Approvals for Nuclear Power Plants."
INTENT The U.S. Nuclear Regulatory Commission (NRC) is issuing this regulatory issue summary (RIS) to inform addressees of the NRC staffs need for updated information on projected site-specific operator licensing examination schedules, as well as on the estimated number of applicants planning to take operator licensing examinations and the NRC's generic fundamentals examinations (GFEs). This information will help the NRC to use its resources more effectively.
This RIS requires no action or written response on the part of addressees. Addressee actions to collect and transmit the information requested are strictly voluntary.
BACKGROUND INFORMATION Subpart E, "Written Examinations and Operating Tests," of 10 CFR Part 55, "Operators' Licenses," contains the relevant NRC regulations. In particular, 10 CFR 55.40, "Implementation," permits nuclear power reactor facility licensees to prepare, proctor, and grade the written examinations required by 10 CFR 55.41, "Written Examination: Operators," and 10 CFR 55.43, "Written Examination: Senior Operators," subject to certain conditions. Under 10 CFR 55.40, facility licensees may also prepare the NRC-administered operating tests required by 10 CFR 55.45, "Operating Tests." Under 10 CFR 55.40(c), facility licensees that choose not to prepare their own examinations and operating tests must request in writing that the NRC prepare the examinations and operating tests.
In RIS 2013-06, "Preparation and Scheduling of Operator Licensing Examinations," dated June 7, 2013, the NRC asked power reactor licensees to voluntarily submit proposed schedules of examinations they intended to prepare and to estimate the number of applicants to be tested for onsite examinations and GFEs in calendar years (CYs) 2015 through 2018. RIS 2014-05 Page 2 of 4 requests that licensees voluntarily update examination schedules and applicant estimates for CYs 2016 through 2019.
SUMMARY
OF THE ISSUE The NRC uses nearly twice as many resources to prepare an examination as to review, approve, administer, and document a licensee prepared examination. The number of examinations administered by licensees fluctuates annually. Consequently, the NRC has found it helpful to request an annual update of the operator licensing examination needs of power reactor facility licensees. Moreover, with the anticipated number of new operator positions that will need to be filled for new plants, the differences in upcoming years could be significant.
Therefore, the NRC requests that licensees evaluate their response to this RIS in this light, particularly for the later years. The update should include an estimate of the number of applicants to be examined and should indicate if the licensee or the NRC will prepare the exam.
In their responses, those utilities not planning to construct a new plant should consider the impact of licensed operators moving between utilities to fill the anticipated openings in the future. This information will help the NRC budget its resources. The NRC regional offices will continue to coordinate specific examination dates with the training managers of affected facility licensees.
The NRC requests that each licensee provide the following information using NRC Form 536, "Operator Licensing Examination Data" (NRC Form 536 is available on the NRC Web site at http://www. nrc. gov/read ing-rm/doc-collections/forms/):
A. Proposed Examination Preparation Schedule Estimate the number of examinations you intend to prepare and the number of examinations you will request the NRC to prepare during CYs 2016 through 2019. For examinations that facility licensees will prepare, the NRC will assume that each examination includes the required outline, the written examination, and the operating test, unless the licensee specifies otherwise.
Joint NRC and licensee examination development is permitted and should be coordinated with the NRC regional office. You should notify the applicable NRC regional office, by letter, of any required schedule changes that arise after submission of your RIS response for agreement to, and coordination of, changes to examination administration.
B. Initial Operator License Examinations For each desired examination, estimate the number of applicants to be tested and enter the proposed primary and alternate dates of the examination. If you are requesting more than one examination perCY, fill in the applicable columns as appropriate through CY 2019.
C. Proposed Generic Fundamentals Examination Schedule Estimate by month the number of applicants who plan to take the GFE in CYs 2016 and 2017.
As the industry has requested, the NRC now administers the GFE four times per year.
VOLUNTARY RESPONSE The NRC asks addressees choosing to submit the information requested in NRC Form 536 to do so within 30 days of receiving this RIS. RIS 2014-05 Page 3 of 4 BACKFITTING AND ISSUE FINALITY This RIS requests the addressees to inform the NRC of the dates and number of operator licensing examinations and the NRC's generic fundamentals examinations in CY 2016-2019 and whether the licensee or the NRC will prepare the exams. The RIS requires no action or written response. Any action on the part of addressees to collect and transmit operator licensing examination data in accordance with the request contained in this RIS is strictly voluntary. Therefore, this RIS does not represent backfitting as defined in 10 CFR 50, 109(a)(1 ),
nor is it otherwise inconsistent with any issue finality provision in 10 CFR Part 52.
Consequently, the NRC staff did not perform a backfit analysis.
FEDERAL REGISTER NOTIFICATION The NRC did not publish in the Federal Register a notice of opportunity for public comment on this RIS because it pertains to an administrative aspect of the regulatory process that involves the voluntary submission of information on the part of addressees.

We have received your corporate letters RS-12-114, dated July 5, 2012, and RS-13-183, dated July 8, 2013. In these letters, you requested that initial operator licensing examinations be scheduled at the Quad Cities Nuclear Power Station for April2016 and August 2018.
We note in Letter RS-12-114 that you requested an April2016 initial license exam date. In Letter RS-13-183, your initial license exam date was moved from April to August 2016. The NRC cannot support moving this exam date to August 2016. You have been scheduled for an initial license exam for the weeks of April 25 and May 2, 2016, with an onsite validation date of April 4, 2016. Additionally, we have scheduled an initial license exam for the weeks of August 6 and 13, 2018, with an onsite validation date of July 16, 2018.
We note that you were previously scheduled for an initial operator licensing exam the weeks of April 21 and 28, 2014, with an onsite validation date of March 31, 2014. This exam date has not changed; however, based on recent telephone communications with Mr. C. Burkhart of your staff and Mr. B. Palagi of my staff, the examination will only require the week of April 28, 2014.
In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately, upon discovery, of such conditions and make arrangements to administer the examination at a mutually acceptable date.
We understand that your staff will develop the examinations unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately upon discovery of that need. Because your letter indicated that there were more than nine applicants being considered for each of these examinations, the examinations were each scheduled for two weeks. Please inform us if the number of candidates change for any examination as this will impact the examination schedule. Also, please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations.
A supplementary letter will be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the Training Program.

The schedule for the indicated examination is as follows: the written examination and a portion of the operating examination will be given at Limerick Generating Station (LGS); the remainder of the operating examination will be completed at Peach Bottom Atomic Power Station (PBAPS}. Since the LSRO examination is a dual-site examination that involves LGS and PBAPS, rather than repeating the same information on both attachments, the examination scheduling information is provided on Attachment 7 for LGS. SUMMARY
2012-07 PREPARATION AND SCHEDULING OF OPERATOR LICENSING EXAMINATIONS ADDRESSEES All holders of or applicants for a power reactor operating license or construction permit under Title 10 of the Code of Federal Regulations (1 0 CFR) Part 50, "Domestic Licensing of Production and Utilization Facilities," except those who have permanently ceased operations and have certified that fuel has been permanently removed from the reactor vessel.
All holders of, or applicants for, a power reactor early site permit, standard design certification, standard design approval, manufacturing license, or a combined license under 10 CFR Part 52, "Licenses, Certifications, and Approvals for Nuclear Power Plants."
INTENT The U.S. Nuclear Regulatory Commission (NRC) is issuing this regulatory issue summary {RIS) to inform addressees of the NRC staff's need for updated information on projected site-specific operator licensing examination schedules, as well as on the estimated number of applicants planning to take operator licensing examinations and the NRC's generic fundamentals examinations (GFEs). This information will help the NRC to more effectively use its resources.
This RIS requires no action or written response on the part of addressees. Addressee actions to collect and transmit the information requested are strictly voluntary.
BACKGROUND INFORMATION Subpart E, "Written Examinations and Operating Tests," of 10 CFR Part 55, "Operators' Licenses," contains the relevant NRC regulations. In particular, 10 CFR 55.40, "Implementation," permits nuclear power reactor facility licensees to prepare, proctor, and grade the written examinations required by 10 CFR 55.41, 'Written Examination: Operators,"
and 10 CFR 55.43, 'Written Examination: Senior Operators," subject to certain conditions.
Under 10 CFR 55.40, facility licensees are also permitted to prepare the NRC-administered operating tests required by 10 CFR 55.45, "Operating Tests." Under 10 CFR 55.40(c),
facility licensees that choose not to prepare their own examinations and operating tests must request in writing that the NRC prepare the examinations and operating tests.
In RIS 2011-04, "Preparation and Scheduling of Operator Licensing Examinations," dated May 25, 2011, the NRC asked power reactor licensees to voluntarily submit proposed ML120650174

BACKFIT DISCUSSION This RIS requires no action or written response. Any action on the part of addressees to collect and transmit operator licensing examination data in accordance with the request contained in this RIS is strictly voluntary and, therefore, is not a backfit under 10 CFR 50.109, "Backfitting." Consequently, the NRC staff did not perform a backfit analysis.
FEDERAL REGISTER NOTIFICATION The NRC did not publish in the Federal Register a notice of opportunity for public comment on this RIS because it pertains to an administrative aspect of the regulatory process that involves the voluntary submission of information on the part of addressees.
CONGRESSIONAL REVIEW ACT This RIS is not a rule as designated by the Congressional Review Act (5 U.S.C. §§ 801-808) and, therefore, is not subject to the Act.
PAPERWORK REDUCTION ACT STATEMENT This RIS contains and references information collection requirements that are subject to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.). These information collection requirements were approved by the Office of Management and Budget, approval numbers 3150-0011,3150-0151, 3150-0018 and 3150-0131.
PUBLIC PROTECTION NOTIFICATION The NRC may not conduct or sponsor, and a person is not required to respond to, a request for information or an information collection requirement unless the requesting document displays a currently valid OMB control number.

This RIS requests that licensees voluntarily update examination schedules and applicant estimates for CYs 2014 through 2017.
SUMMARY
OF THE ISSUE The NRC uses nearly twice as many resources to prepare an examination as to review, approve, administer, and document a licensee-prepared examination. The number of examinations administered by licensees fluctuates annually. Consequently, the NRC has found it helpful to request an annual update of the operator licensing examination needs of power reactor facility licensees. Moreover, with the anticipated number of new operator positions that will need to be filled for new plants, the differences in upcoming years could be significant.
Therefore, we request that licensees evaluate their response to this RIS in this light, particularly in the latter years. The update should include an estimate of the number of applicants to be examined and if the licensee or the NRC will prepare the exam. For those utilities not planning to construct a new plant, their response should consider the impact of licensed operators moving between utilities to fill the anticipated openings in the future. This information will help the NRC budget its resources. The NRC regional offices will continue to coordinate specific examination dates with the training managers of affected facility licensees.
The NRC is requesting that each licensee provide the following information on the enclosed NRC Form 536, "Operator Licensing Examination Data":
A. Proposed Examination Preparation Schedule Estimate the number of examinations you intend to prepare and the number of examinations you will request the NRC to prepare during CYs 2014 through 2017. For examinations that facility licensees will prepare, the NRC will assume that each examination includes the required outline, the written examination, and the operating test, unless the licensee specifies otherwise.
Joint NRC and licensee examination development is permitted and should be coordinated with the NRC regional office. You should address any schedule changes that are required following submission of your RIS response in a letter to the applicable NRC regional office for agreement to and coordination of changes to examination administration.
B. Initial Operator License Examinations For each desired examination, estimate the number of applicants to be tested and enter the proposed primary and alternate dates of the examination. If you are requesting more than one examination perCY, fill in the applicable columns as appropriate through CY 2017.
C. Proposed Generic Fundamentals Examination Schedule Estimate by month the number of applicants who plan to take the GFE in CYs 2014 and 2015.
As the industry has requested, the NRC now administers the GFE four times per year.

For the Limerick Generating Station (LGS) and the Peach Bottom Atomic Power Station (PBAPS), the Limited Senior Reactor Operator (LSRO) initial license examination can be a dual-site examination. SUMMARY
2013-06 PREPARATION AND SCHEDULING OF OPERATOR LICENSING EXAMINATIONS ADDRESSEES All holders of or applicants for a power reactor operating license or construction permit under Title 10 of the Code of Federal Regulations (10 CFR) Part 50, "Domestic Licensing of Production and Utilization Facilities," except those that have permanently ceased operations and have certified that fuel has been permanently removed from the reactor vessel.
All holders of, or applicants for, a power reactor early site permit or a combined license under 10 CFR Part 52, "Licenses, Certifications, and Approvals for Nuclear Power Plants."
INTENT The U.S. Nuclear Regulatory Commission (NRC) is issuing this regulatory issue summary (RIS) to inform addressees of the NRC staff's need for updated information on projected site-specific operator licensing examination schedules, as well as on the estimated number of applicants planning to take operator licensing examinations and the NRC's generic fundamentals examinations (GFEs). This information will help the NRC to use its resources more effectively.
This RIS requires no action or written response on the part of addressees. Addressee actions to collect and transmit the information requested are strictly voluntary.
BACKGROUND INFORMATION Subpart E, "Written Examinations and Operating Tests," of 10 CFR Part 55, "Operators' Licenses," contains the relevant NRC regulations. In particular, 10 CFR 55.40, "Implementation," permits nuclear power reactor facility licensees to prepare, proctor, and grade the written examinations required by 10 CFR 55.41, 'Written Examination: Operators," and 10 CFR 55.43, 'Written Examination: Senior Operators," subject to certain conditions. Under 10 CFR 55.40, facility licensees may also prepare the NRC-administered operating tests required by 10 CFR 55.45, "Operating Tests." Under 10 CFR 55.40(c), facility licensees that choose not to prepare their own examinations and operating tests must request in writing that the NRC prepare the examinations and operating tests.
In RIS 2012-07, "Preparation and Scheduling of Operator Licensing Examinations," dated June 8, 2012, the NRC asked power reactor licensees to voluntarily submit proposed schedules of examinations they intended to prepare and to estimate the number of applicants to be tested for onsite examinations and GFEs in calendar years (CYs) 2014 through 2017. This RIS requests that licensees voluntarily update examination schedules and applicant estimates for CYs 2015 through 2018.

SUMMARY
OF THE ISSUE The NRC uses nearly twice as many resources to prepare an examination as to review, approve, administer, and document a licensee prepared examination. The number of examinations administered by licensees fluctuates annually. Consequently, the NRC has found it helpful to request an annual update of the operator licensing examination needs of power reactor facility licensees. Moreover, with the anticipated number of new operator positions that will need to be filled for new plants, the differences in upcoming years could be significant.
Therefore, the NRC requests that licensees evaluate their response to this RIS in this light, particularly for the later years. The update should include an estimate of the number of applicants to be examined and should indicate if the licensee or the NRC will prepare the exam.
In their responses, those utilities not planning to construct a new plant should consider the impact of licensed operators moving between utilities to fill the anticipated openings in the future. This information will help the NRC budget its resources. The NRC regional offices will continue to coordinate specific examination dates with the training managers of affected facility licensees.
The NRC requests that each licensee provide the following information using NRC Form 536, "Operator Licensing Examination Data." (NRC Form 536 is available on the NRC Web site at http://www. nrc.gov/read ing -rm/doc-collections/forms/. ):
A. Proposed Examination Preparation Schedule Estimate the number of examinations you intend to prepare and the number of examinations you will request the NRC to prepare during CYs 2015 through 2018. For examinations that facility licensees will prepare, the NRC will assume that each examination includes the required outline, the written examination, and the operating test, unless the licensee specifies otherwise.
Joint NRC and licensee examination development is permitted and should be coordinated with the NRC regional office. You should notify the applicable NRC regional office, by letter, of any required schedule changes that arise after submission of your RIS response for agreement to, and coordination of, changes to examination administration.
B. Initial Operator License Examinations For each desired examination, estimate the number of applicants to be tested and enter the proposed primary and alternate dates of the examination. If you are requesting more than one examination perCY, fill in the applicable columns as appropriate through CY 2018.
C. Proposed Generic Fundamentals Examination Schedule Estimate by month the number of applicants who plan to take the GFE in CYs 2015 and 2016.
As the industry has requested, the NRC now administers the GFE four times per year.

RIS 2013-06 Page 3 of 4 BACKFITTING AND ISSUE FINALITY DISCUSSION This RIS requires no action or written response. Any action on the part of addressees to collect and transmit operator licensing examination data in accordance with the request contained in this RIS is strictly voluntary and, therefore, is not a backfit under 10 CFR 50.109, "Backfitting."
Consequently, the NRC staff did not perform a backfit analysis.
FEDERAL REGISTER NOTIFICATION The NRC did not publish in the Federal Register a notice of opportunity for public comment on this RIS because it pertains to an administrative aspect of the regulatory process that involves the voluntary submission of information on the part of addressees.
CONGRESSIONAL REVIEW ACT This RIS is not a rule as designated by the Congressional Review Act (5 U.S.C. §§ 801-808) and, therefore, is not subject to the Act.
PAPERWORK REDUCTION ACT STATEMENT This RIS contains and references information collection requirements that are subject to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.).
