PROPOSED EMERGENCY PLAN CHANGES FOR PALO VERDE NUCLEAR STATION UNITS 1, 2 AND 3 (TAC NOS. MA3599, MA3600, AND MA3601)

Dear Mr. Levine:

By letter dated September 8, 1998, Arizona Public Service Company (APS or the licensee) submitted proposed changes to the Palo Verde Nuclear Generating Station (PVNGS)

Emergency Plan. The licensee stated that the emergency plan changes were submitted for NRC staff review and approval as required by 10 CFR 50.54(q) and 10 CFR 50.4.

The revision to the Emergency Plan would result in two less radiation protection positions immediately available during emergencies. PVNGS is presently staffed with 10 on-shift radiological response positions. The staffing guidance in Table B-1 of NUREG-0654/FEMA-REP-1 has a total of 8 on-shift/30 minute radiological responders. The two radiation protection positions slated for removal from the on-shift response would be placed on the augmented staffing response, so that the total number of radiological responders available for emergencies would not change. Because PVNGS is a multi-unit site, the on-shift staffing exceeds the on-shift and 30 minute staffing recommendations of Table B-1 at all times. Therefore, the staff concludes that the proposed staffing changes are acceptable.
