OCTOBER 1989 OUTAGE EDDY CURRENT INSPECTION PLANS AND MIZ-18 QUALIFICATION STATUS (TAC NO 69344)

By letter dated May 11, 1989, Consumers Power Company committed to provide the NRC with steam generator eddy current inspection plans for the upcoming October 1989 outage by July 31, 1989. Also, by letter dated February 24, 1989, Consumers committed to complete qualification of the MIZ-18 eddy current inspection program by July 31, 1989. The status of each of these commitments follows.

October 1989 Outage Eddy Current Inspection Scope Consumers Power Company contracted MPR Associates to perform a steam generator tube flaw size/vibration analysis to assess the ability for continued operation of the Palisades steam generators for the current operating cycle.. This analysis concluded continued operation does not present a significant risk.

The results of this report were submitted for NRC review by our letter dated May 22, 1989. In addition, MPR was also contracted to provide longer term recommendations for ope~ation, assuming the current steam generators would not be replaced before 1993. MPR has completed their recommendations.

The basis for these recommendations is a support plate stress evaluation to identify tubes within the Palisades steam generators that may be susceptible to circumferential stress corrosion cracking. The evaluation considered stress and deflection analyses of tube support plates, the location of tube support plate flow circulation boles and recent Palisades history with respect to tube leaks and tube cracking.

  • 2 cracking. On the other hand, the most recent B steam generator leaking tube at support plate 3 is not in a region of high plate stress or high relative plate deflection. Other regions of this plate are at significantly higher stress and other tubes supported at this plate are calculated to be at higher relative stress and deflections. Consequently the stress and deflection analysis of the tube support plates does not indicate the leaking tube in support plate 3 is more susceptible to cracking than many of the other tubes in this plate.

MPR identified 1006 tubes to be tested in A steam generator with the 4C4F probe at all tube support elevations. Of these, 239 tubes were also identified for inspection using the MRPC probe. The tubes were further prioritized to permit selection of those most susceptible to the hypothetical failure mechanism. In B steam generator 783 tubes were identified for inspection with the 4C4F probe at all tube support elevations and, of these, 94 tubes were identified for inspection with the MRPC probe. The MRPC probe inspections were recommended only at support plates 13 and 3, near the regions of recent tube leaks. All of the tube sampling is recommended on the hot leg side of the steam generators and most of these inspections are limited to Quadrant 2 because all the recent leakers have been in this quadrant. Attachment 1 contains a tubesheet map for each steam generator showing the tubes recommended for inspection. Attachment 2 contains the corresponding tube inspection listing for each steam generator.

Subsequent to the MPR initiation of their analysis and development of their long term recommendations, Consumers Power Company has initiated planning for replacement of both Palisades steam generators. We are currently developing a plan for a fall 1990 steam generator replacement. Requests for proposal have been generated and contractor bids are being prepared. Shipment of the new steam generators is scheduled for completion this fall. The decision process is planned for completion by early September 1989. Because of the uncertainty of the engineering effort required, licensing review cycle and material availability, the replacement decision has a potential for being delayed one operating cycle.

If the decision to replace steam generators is delayed, Consumers Power Company is planning to inspect all of the tubes recommended in the MPR stress evaluation. The 4C4F (or equivalent probe to be determined by the MIZ-18 qualification project) and the MRPC probes will be used as MPR has recommended.

If the decision is to replace steam generators in the fall of 1990, steam generator tube inspections may be reduced in scope. The reduced scope inspection plan has not been finalized. MPR Associates has been consulted for their input on a potentially reduced scope inspection. Consumers Power Company will inform the NRC of the final inspection scope prior to the start of the outage.

..Nuclear Regulatory Commission 3 Falisades Plant 1989 Outage Eddy Current Inspection Plans July 31, 1989 MIZ-18 Qualification Project Status Consumers Power Company has collected and analyzed wastage, IGA, and circum-ferential slit data for the 540 bobbin, 580 bobbin, 4C4F, 8Xl, MRPC and the axial wound rotation~l techniques. A total of 311 defects were evaluated with each of these probes. Data collection for a given device involved testing each defect with four different probes. Each probe was run through a given standard four times and four different interpreters analyzed the data collected.

Defects ranged from 0% to 100% throughwall and contained dents between 0 and 30 mils radial.

Once the data analysis phase was completed, the ECT data was merged with the actual defect depth and dent information for each flaw. Metallurgical exam-ination of the IGA defects resulted in depth morphology measurements which reflected average IGA depth, maximum average IGA depth, maximum IGA penetration, average stringer depth and maximum average stringer depth.

Statistical analysis of the data base is currently in progress. The original objectives are as follows:

A. Determine the detection limits and detection accuracy of each probe in relation to IGA, wastage ~md circumferential slits with and without the influence of radial dents.

B. Determine the ability to size defects for each probe in relation to IGA, wastage and circumferential slits with and without the influence of radial dents. Special consideration will be given to the IGA defects in order to determine what defect morphology each probe is responding to, ie., average IGA depth, maximum average IGA depth, maximum IGA penetration, average stringer depth or maximum average stringer depth. The sizability accuracy over ranges of defect depths will be determined.

C. Qualify the motorized axial wound rotational probe for sleeve examina-tions. Determine the detection and sizing accuracy of the axial rotational probe on sleeve defect standards.

With respect to a steam generator replacement decision, the original objectives are prioritized as follows:

A. Verify the flaw characterization capabilities of the probes currently being used by Consumers Power Company (ie., bobbin and 4C4F), in conjunction with the MIZ-18 tester, are equivalent or superior to the capabilities of the MIZ-12 tester.

B. Determine if the bobbin probe provides improved flaw characterization capabilities over the 4C4F probe in areas of IGA.

C. Determine if the 8Xl probe provides improved flaw characterization capabilities over the 4C4F probe.

E. Perform remainder of statistical analysis per the original objectives.

Consumers Power Company originally committed to submit the results of the qualification to the NRC by July 31, 1989. We will be unable to meet this date due to th~ tremendous quantity of data that must be statistically evaluated and documented. This delay has been compounded by delays in earlier phases of the qualification (ie., data collection and analysis) which required additional time due to the large amount of data.

In order to implement the 4C4F inspection technique with the MIZ-18 tester in the October 1989 outage, item A above must be completed. Consumers Power Company will therefore, as a minimum, submit the results of the item A evaluations to the NRC by August 31, 1989. Any part of the qualification that is not completed prior to the October 1989 outage will be r~assessed given Consumers Power Company's steam generator replacement decision. We will info~m the NRC of the status on the qualification in our August 31, 1989 submittal.
