Enclosed are three (3) originals and forty (40) copies of Technical Specification Change Requests No. 26 and 28 requesting amendment to Appendix A of Operating License No. DPR-72. As part of this request, proposed replacement pages for Appendix A are enclosed.

Technical Specification Change Request No. 27 is still under review by the NGRC and will be submitted at a later date.

In keeping with the Integrated Reactor Vessel Material Surveillance Program, Florida Power Corporation intends to insert the Oconee Nuclear Station specimens at CR #3 during this present outage. This Integrated Reactor Vessel Material Surveillance Program has been previously reviewed and approved by NRC and does not involve an unreview safety question. Please refer to the NRC letter, dated July 14,1977, from Mr. Victor Stello to Mr. William 0. Parker of Duke Power Company, which contains the NRC safety evaluation of this Integrated Specimen Program.
