SURRY POWER STATION, UNIT 2 DOCKET NO: 50-281 REPORT NO: 81-035/03X .1 EVENT DATE: 05-29-81 TITLE OF EVENT: SUCTION VALVE, 1-EE-14, FOUND CLOSED l

1. DESCRIPTION OF EVENT:

on May 29, 1981, with Unit No. 2 at 1007. power, fuel oil transfer pump 1B suction-valve, 1-EE-14, was found to be closed. This is contrary to Tech. Spec. 3.16.A.5 and is reportable per Tech. Spec. 6.6.2.b.(2) . Transfer pump 1B is one of two fuel oil pumps that supplies fuel oil to the #2 EDG wall tank. The suction valve had been closed for less than 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />, therefore in accordance with Tech.~ Spec.

No. 2 EDG remained operable throughout this event.

IIhhv2. PROBABLE CONSEQUENCES AND STATUS OF REDUNLANT EQUIP 3ENT:

The Emergency Diesel Generators provide power to viral equipment in the event of a loss of off-site power. The redundant ft.el oil flow cath No. 2 EDG remained operable throughout this event. Therefore, the health and safety of the public were not affected.

3. CAUSE:

The v-lve had been closed while dewatering the fuel oil storage tanks as described in LER 81-036/03L-0.

4. 1}?iEDIATE G'RRECTIVE ACTION:

I The suction valve, 1-EE-14, uns opened.

5. SUBSEQUENT CORRECTIVE ACTION:

None required.

! o. ACTION TAKEN TO PREVENT RECURRENCE:

Operating personnel have been provided instructions regarding the control systems during abnormal situations.
