SUMMARY

OF MEETING TO DISCUSS RESUBMITTAL OF THE MEASUREMENT UNCERTAINTY UPRATE FOR FORT CALHOUN STATION On March 3, 2005, the Nuclear Regulatory Commission (NRC) staff conducted a closed meeting with OPPD to discuss its resubmittal of the measurement uncertainty uprate (MUR).

A list of attendees is attached. The non-proprietary version of the presentation slides are in ADAMS under Accession No. ML050630097.

During the implementation of the MUR in January 2004, OPPD experienced discrepancies in the main feedwater flow readings from the CROSSFLOW system. As a result OPPD was not able to implement the CROSSFLOW system and requested to have the authorized power level returned to the level prior to the approval of the MUR amendment. OPPD with its contractors have resolved the problems with the use of the CROSSFLOW system at the Fort Calhoun Station. OPPD discussed its proposed solution to the discrepancies found in the flow measurements. OPPD stated it will resubmit the MUR amendment in late March 2005. The amendment will justify a new power level based on the revised analysis and testing performed on the CROSSFLOW system. OPPD noted that they believe the new proposal, in general, will be bounded by the previous approval, and therefore the NRC staff review can be limited only to the proposed changes from the previous amendment request. The NRC staff noted that this approach seems reasonable but they will need the submittal to make that determination.

As a result of the meeting the NRC staff requested several actions of OPPD to support our review.

The staff requested that OPPD provide the following:

1. Provide the CROSSFLOW feedwater flow uncertainty calculation for NRC review.
2. The license amendment request (LAR) should include an explanation of the phrase "fully developed flow" as noted in CENPD-397-P-A, Revision 1, as it has been replaced by the phrase stable flow where the fluid is also subcooled and isothermal.
3. The LAR should include the basis for concluding that the requested 1.5 percent uprate is bounded by analyses previously submitted and approved.

Omaha Public Power District In addition the NRC staff agreed to provide the following:

1. Verify that a global bounding statement for a 1.5 percent uprate will be acceptable.
2. Verify that OPPD's implementation of ISA S67.04.02 (Method 3) was adequately addressed in the previous request for additional information responses and the safety evaluation report for Amendment 224. (Note: these documents were References 5, 6, and 7 in the draft LAR).

The NRC staff thanked OPPD for the presentation and asked OPPD to keep us informed of the progress of the amendment.
