This is a Request under the Freedom of Information Act ("Act")

5 U.S.C. 552, as amended, and the Regulations of.the Nuclear Regulatory Commission implementing that Act.

This Request seeks all documents pertaining to the decision of the Nuclear Regulatory Commission to issue a Supplement to the Final Environmental statement for the Pebble Springs Nuclear Plant. Docket Nos. 50-514, 50-515. This request does not include a copy of the Supplement itself, we already possess the Supplement.

Because none of the statutory exemptions from the Act's mandatory disclosure provisions apply, access to requested records should be granted within ten (10) working days. In the unlikely event, however, that access is denied to any part of the requested record, please describe the deleted material in detail and specify the statutory basis for the denial as well as your reasons for believing that the alleged statutory justification applies in this instance.

Please specifically state your reasons for not involving your discretionary powers to release the requestci documents in the public interest.

We anticipate that you will make the requested materiale available within the statutorily prescribed period. We also request that you waive any applicable fee in that " furnishing the information can be considered an primary benefitting the general public." 5 U.S.C.
