January 21, 1981 Pebble Springs Nuclear Plant Dockets 50-514 50-515 Mr. Hugh L. Thompson, Acting Director Planning & Program Analysis Staff Office of Nuclear Reactor Regulation U. S. Nuclear Regulatory Commission Washington, DC 20555

Dear Mr. Thompson:

Please be advised that we are unable at this time to firmly identify any new applications and requests for review which we plan to submit to the NRC between now and December 31, 1983, that fall in the categories delineated in your letter of December 5, 1980. However, we are consider-ing pursuing a collateral siting effort in the State of Washington for our pending Pebble Springs Nuclear Pl. ant Construction Permit application which is based on an Oregon site. We will inform you if and when a decision is made in this regard.

Our Pebble Springs Unit 1 and 2 Construction Permit application has been under NRC review since 1974. Beca:tse NRC review of Construction Permit applications has been in abeyance. since the TMI-2 accident, a realistic estimata of the construction completion date for these units is indeterminate at this point in time.

Sincerely, Bart D. Withers Vice President l Nuclear l
