Dear Chairman Yore:

This letter is in response to your request of September 22 that I inform the Board and the parties concerning the status of the State Pebble Springs proceeding.

The hearings should be concluded by the end of November under our current schedule.

(See attached letter from Marcus Wood to Administrative Law Judge Bergen, dated September 18, 1978.)

Regarding the decision, enclosed is a copy of a Septem-ber 14, 1978 letter from James C. Rhodes to Oregon Governor Robert Straub, which I think is a realistic view of the outcome.
