APPLICANTS' REQUEST FOR CLARIFICATION OF OCTOBER 23, 1931 BOARD ORDER AND STATEMENT OF POSITION ON DATES FOR COMPLETION OF CONSTRUCTION I.
The Board in its Order of October 23, 1981 directed:
(1) it is appropriate to proceed with cer-tain discrete issues on alternate sites (except seismic) at this early stage of the consideration of a construction permit.", and (2) we will cali'for the position of the parties on the issue of the requirement for the applica tion to state the earliest and latest dates for completion of constryction."

It is unclear to Applicants how and in what manner, if at all, seismic issues -will be treated in the evidentiary hear-ing on alternate sites now scheduled to commence on Mareb 30, l'382.

t from the alternate site hearing or explain which, if any, seismic issues are to be excluded assuming this was*the intent of tne Board's Order.
Consideration of geology and seismology is an integral part of the NRC staff's alternative site re/iew I1l.
None of the parties to this proceeding have made any supportable show-ing why geology and seismology issues should not be considered in tne alternate site hearing.
To properly prepare for the nearing, Applicants need to know what issues they should be prepared to meet.
In view o f this, Applicants therefore respectfully request the Board clarify its October 23, 1981 Order, it being toe Applicants' desire to proceed with all dis-crete issues on alternate sites, including seismic.
III.
Responding to the Board's request for a statement of position by Applicants on earliest and latest completion detes, fl Applicants would note the Application for Licence on file in tnis proceeding does set forth earliest and latest dates for completion of construction, as required by 10 CFR S0.33(h).
As noted in Applicants' letter to the Board of February 15, 1960, these dates are no longer attainable.
Considering the present uncertainties c'e la t ing, to regional needs and current impedi-ments to construction, 6ppl i ca n t's ' best estimate of dates for completion of tne construction are as follows:
Earliest Date Latest Date Unit 1 January 1993 January 1998 Unit 2 January 1996 January 2001 ~.
The Pebble Springs lic+.nse application will be further amended to reflect new construction completion dates prior to seneduling of further evidentiarf hearings on need-for-power and financial qualification issues.
IV.
Applicants therefore respectfully request a clarifica-tion by the Board of its October 23, 1981 Order.
Applicants further respectfully suomit their position on completion dates as directed by the Board.
