9 MR. GOBELI: We are in Mode 3. The 10 reactor trip was at 08:29. And let's see, who am I 11 talking with?

12 MR. KNOKE: This is John Knoke.

13 MR. GOBELI: John Knoke. K?

14 MR. KNOKE: K-N-O-K-E.

15 MR. GOBELI: K-N-O-K-E. Okay. And let's 16 see, I've got an NRC event notification form in front 17 of me. I will be working through that and I guess you 18 will be providing me with a number for this?

19 MR. KNOKE: Yes, sir.

20 MR. GOBELI: Okay.

21 MR. KNOKE: Hold on for a minute.

22 MR. GOBELI: Yes, holding.

23 MR. KNOKE: Okay. Your notification time 24 is 9:23.

19 MR. GOBELI: The reactor tripped at 08:29 20 today on April 17th.

21 MR. KNOKE: Okay. And the power before 22 trip?

23 MR. GOBELI: 100 percent power. We were 24 in Mode 1.

25 MR. KNOKE: And now you are in what mode?

2 MR. KNOKE: Mode 3. Okay. And what type 3 of classification is this?

4 MR. GOBELI: Alert.

5 MR. KNOKE: This is an alert?

6 MR. GOBELI: That is correct.

7 MR. KNOKE: Okay. And will you have 8 something to fax me after we go through this?

9 MR. GOBELI: Yes, that's correct. I will 10 fax this to you when we complete, so I will need a fax 11 number when we get through this. I'll fax this 12 verification form to you.

13 MR. KNOKE: Okay. The fax number when we 14 get finished is area code 301.

22 MR. GOBELI: The basis for the alert 23 (inaudible) say an unisolatable (phonetic sp.) break--

24 unisolatable steam line break outside the containment 25 caused by main steam safeties lifting.

5 1 MR. KNOKE: Okay. You had a main steam 2 line break and what was it that broke?

3 MR. GOBELI: A main steam safeties lifted.

4 BACKGROUND PARTICIPANT: We're still in 5 the alert?

6 MR. GOBELI: Yes, we are. We're still in 7 the alert, yes.

8 BACKGROUND PARTICIPANT: Okay. Until they 9 can terminate from this.

10 MR. GOBELI: Right. We're still in alert.

11 Okay, John, so we said -- the main steam safeties 12 lifted on the steam generators and that was the cause 13 of the event.

14 MR. KNOKE: Okay. And go ahead and go 15 through your information.

16 MR. GOBELI: Okay. The alert description 17 the system effected main steam, the 18 actuation/initiation signals were reactor trip with 19 the safety injection caused by the low steam generator 20 pressure. The cause was the steam generator safety 21 lifted. The effect on the plant was safety injection 22 and our immediate action taken: we entered procedure 23 E.0.

6 1 notified, state and local and other Government 2 agencies have been notified. The media will be 3 notified. Anything unusual or not understood? No.

4 All systems did function as required. We will remain 5 in Mode 3 until corrected. Right now, an estimated 6 restart would be April 21 and no additional 7 information, no radiological release, no RCS or steam 8 generator tube leaks. Yes, we're still in the alert.

9 MR. KNOKE: Okay. You said state and 10 local have been notified?

11 MR. GOBELI: That's correct. We did the 12 ENRS notification, Emergency Notification Responses 13 System. We already sent those pages out.

14 MR. KNOKE: Okay. On the main steam line iS lift, you say that they are still open?

16 MR. GOBELI: We are still in the alert.

II I'll have to check the status. Are the safeties still 18 lifted or did they reseat? One safety is still 19 indicating open. We have activated our -- what is it, 2C our station emergency response organization, that has 21 been activated.

22 MR. KNOKE: Okay. Did all rods go in as 23 required?

24 MR. GOBELI: That is correct. The reactor 25 tripped as required. All rods are in and on the NEAL R. GROSS COURT REPORTERS AND TRANSCRIBERS 1323 RHODE ISLAND AVE., N.W.

2 MR. KNOKE: Okay. What was the trip 3 pressure?

4 MR. GOBELI: Standard. The trip pressure 5 on the secondary plant or on the primary?

6 MR. KNOKE: On the primary. What was the 7 trip pressure requirement? What was the trip pressure 8 requirement on the primary for the safety that lifted?

9 MR. GOBELI: Okay. Yes, the steam line 10 pressure low isolation caused the safety injection.

11 Yes, it was the secondary plant caused the primary 12 plant to trip.

13 MR. KNOKE: Okay. Basically, your loss of 14 primary was (inaudible).

15 MR. GOBELI: We got the safety injection 16 caused by the low secondary pressure plant caused the 17 primary plant to trip.

18 Low Steam Generator pressure caused the 19 safety injection signal, which caused the reactor 20 trip. I mean, caused the reactor trip and the 21 subsequent SI, excuse me.

22 MR. KNOKE: I think our line was that you 23 said that your safety relief valve lifted?

24 MR. GOBELI: That's correct.

25 MR. KNOKE: That was the only --

3 MR. KNOKE: Okay. Was there any other 4 relief besides the safety relief valve lift?

5 MR. GOBELI: Negative. The secondary 6 plant steam only.

7 MR. KNOKE: Okay. And did only one lift 8 or how many lifted?

9 MR. GOBELI: We have -- initially we had 10 a safety lift on the -- initially, it was Bravo steam 11 generator and only know (inaudible).

12 MR. KNOKE: Okay.

13 MR. PARTICIPANT: Okay. Bravo, then 14 Bravo, Charlie, actually Delta.

15 MR. GOBELI: Initially we had Bravo steam 16 generator safety lift, then that reseated, then we had 17 Bravo and Charlie lift and reseat and I'm not sure 18 about the current condition. Do we have any safeties 19 lifted right now?

20 MR. PARTICIPANT: On the Delta?

21 MR. KNOKE: Okay. Are multiple safeties 22 lifted at this point still?

23 MR. PARTICIPANT: Okay.

2 MR. GOBELI: Yes, that's correct.

3 MR. KNOKE: And you do not have any open 4 SRVs right now?

5 MR. GOBELI: Any open safeties right now?

6 Five open safeties currently.

7 MR. KNOKE: You have five open safeties?

8 MR. GOBELI: That is correct.

9 MR. KNOKE: Okay. And you have no volume 10 taken out of the primary, just the secondary. Is that 11 correct?

12 MR. GOBELI: This is a (inaudible) unit.

13 I'll get an update for you on that. We're at 14 secondary.

15 MR. PARTICIPANT: Pardon me?

16 MR. KNOKE: Do you have an update on the 17 safety?

18 BACKGROUND: Okay. So they had two 19 safeties (inaudible). All safeties remain closed.

20 MR. KNOKE: All right.

21 MR. GOBELI: John, an update. All steam 22 generator safeties are reported to be closed.

23 MR. GOBELI: Okay. All reclosed.

24 MR. KNOKE: You do not have five open 25 right now?

4 MR. GOBELI: Rich, did we initiate ERDS?

5 BACKGROUND PARTICIPANT: Well, I couldn't 6 get an ERDS. We had to call.

7 MR. GOBELI: Okay. We couldn't initiate 8 ERDS. We had to call our RT group to do that. We had 9 an issue with that, it's not initiated yet.

10 MR. KNOKE: Okay. Okay. Would you like--

11 let me put you up on the ENS bridge and then I'm going 12 to talk to our management and they may have questions 13 for you.
