12 MR. PARTICIPANT: Temperature stayed up in 13 the "AA" tailpipe so we are talking about finding a 14 good point to (inaudible). So (inaudible) Alpha PORV 15 (inaudible).

16 MR. PARTICIPANT: What parameters are you 17 able to identify with (inaudible)?

18 MR. PARTICIPANT: Right now, there is 19 tailpiece temperature.

20 MR. PARTICIPANT (MAX): Is that an 21 individual tailpiece temperature or a combined?

22 MR. PARTICIPANT: Combined. Now, there is --

2 MR. PARTICIPANT (WAYNE): Bill, Wayne 3 Lanning here. MR. PARTICIPANT (BILL): Hey, 4 Wayne. Good evening.

5 MR. PARTICIPANT(WAYNE): Good evening.

6 MR. PARTICIPANT (MAX): Just to inform you 7 that based on cool down, we are planning on 8 terminating at 1730 and you had wanted prior notice, 9 so this is the prior notice I am giving you.

10 MR. LANNING: 1730. That is five minutes 11 from now. Is that correct, Bill?

12 MR. PARTICIPANT: Seven, that is correct.

13 ER. LANNING: Okay. And just tell me what 14 you are basing that on, please.

15 MR. PARTICIPANT (MAX): Right now, RCS 16 temperature is about 440 degrees and we have 17 maintained a 60-degree per hour cool down rate, so 18 based on that, it would be about 90 minutes until we 19 reach Mode 4, which will get up there about 1900. So 20 that would be an hour and a half before the required 21 time.

22 MR. LANNING: Okay, but how was -- I was 23 asking what was your criteria for exiting the alert?

24 MR. PARTICIPANT (MAX): Oh, the initiating 25 event is cleared.

14 1 MR. LANNING: Okay.

2 MR. PARTICIPANT (MAX): So the only concern 3 we had was whether we were going to meet the time 4 requirement that the action required by 2029.

5 MS. LAMNING: Okay.

6 MR. PARTICIPANT (MAX): And now we are 7 comfortable we are going to make that time. We did 8 not want to terminate and then have to go out with an 9 unusual event and reactivate it. Or re-initiate 10 another activation scenario.

11 MR. LANNING: All right, got it.

12 MR. PARTICIPANT (MAX): Okay.

13 MR. LANNING: Alright. Any other questions?

14 (NO RESPONSE.)

15 MR. LANNING: Alright, Bill. We still have 16 not heard from the chemistry folks regarding Steam 17 Generator Delta.

18 MR. PARTICIPANT (BILL): We are still 19 working. We still do not have blow down on it; 20 however, we are not steaming that generator either.

21 MR. LANNING: Okay.

22 MR. PARTICIPANT: What will be our 23 communication protocol once they de-activate?

15 l Center here in the region. With the termination of 2 the alert, does that mean that I will have a new 3 communicator, who will that be, and how will I know?

4 MR. PARTICIPANT (BILL): What we are going 5 to do is, even though we are going to terminate by the 6 time we send out the termination and get the paperwork 7 done and do a debrief, we will still have personnel in 8 here and EOF. So by the time we finish that, we 9 anticipate we will be in Mode 4 and will maintain 10 communications with you and up to that point.

11 MR. LANNING: Alright.

12 MR. PARTICIPANT (BILL): And I will -- I 13 will stay available to continue the communication with 14 you and Bill when we are in Mode 4, regardless.

15 MR. LANNING: And Mode 4 is what?

16 MR. PARTICIPANT (BILL): Less than 350 17 degrees.

18 MR. LANNING: Alright.

19 Okay. I appreciate that, Bill.

20 MR PARTICIPANT (BILL): No problem, Wayne.

21 Any other questions for me before I go off?

22 MR. LANNING: Stand by for just a second and 23 let me canvas the group.

2 MR. PARTICIPANT (BILL): No, we are going 3 through our alarm response to isolate the different 4 PORVs. We have isolated the Alpha. As of right now, 5 that is not indicative of the leak. And then we are 6 going to go over and do the Bravo very shortly. If 7 not, then that would be indicative of a potential leak 8 in our safety valve. There are some other inputs that 9 go into that PRT, but we are going to be looking at 10 that for other -- you know, using other indications to 11 determine that.

12 MR. LANNING: And I also understand that you 13 are not going to be even resetting the main steam 14 isolation signal. Is that your understanding?

15 MR. PARTICIPANT (BILL): Can you say that 16 again?

17 MR. LANNING: It is my understanding that 18 the Operators will not be resetting the main steam 19 isolation signal.

20 MR. PARTICIPANT (BILL): When we began to 21 cool down and de-pressurization, we blocked the steam 22 line isolation signal. And when that happened, the 23 signal reset. Are you guys still there?

24 MR. LANNING: Yes, we are pondering what you 25 just said.

17 1 MR. PARTICIPANT: I guess we are a little 2 confused technically.

3 MR. PARTICIPANT (BILL): We are not -- we 4 are not going to, at this point, reopen the valves 5 right now. The signal, as far as I am aware, of when 6 we blocked the steam line low pressure, with a block, 7 when we blocked that by procedure, the alarm cleared.

8 MR. LANNING: So I understand when you block 9 the steam line low pressure -

10 MR. PARTICIPANT (BILL): SI signal, it's 11 a permissive?

12 MR. LANNING: Yes.

13 MR. PARTICIPANT (BILL): And when we - we 14 RCS pressure got below Tll, which is our set point, it 15 says "Block it," and when we blocked it, the steam 16 line pressure low signal went away.

17 MR. LANNING: Okay.

18 MR. PARTICIPANT (BILL): And that was what 19 was given to me, the steam line. Now, we have not 20 reset the main steam line isolation signal, which is 21 a manual signal.

22 BR. LANNING: Okay, that was the one we were 23 -- I was asking about.

24 MR. PARTICIPANT (BILL): Right. The 25 Operators have not depressed that push button.

18 I MR. LANNING: Okay. And what is the 2 rationale there?

3 MR. PARTICIPANT (BILL): At this point, 4 while we are still doing Event Review Team 5 Investigation, we didn't want to remove potentially 6 some information as to the cause. We do not need them 7 right now to continue our cool down.

8 MR. LANNING: Okay. Well, I guess I was 9 thinking that gave you blow downs and steam generators 10 and the atmospheric relief.

11 MR. PARTICIPANT (BILL): Well, the blow down 12 does not get a main steam line isolation signal. That 13 gets an aux feed water isolation, so we can reset that 14 if we wanted to. It is just some other procedures to 15 get the sample.

16 MR. LANNING: Okay.

17 MR. PARTICIPANT (BILL): Okay?

18 MR. LANNING: Alright, any other questions?

19 MR. PARTICIPANT: This is the Headquarters 20 Operation, I just need to confirm that the Operations 21 Center here will get a separate call on securing from 22 the alert.

23 MR. PARTICIPANT (BILL): We will release an 24 IRF notification and follow the communication 25 procedures, once we actually do terminate.

4 MR. PARTICIPANT: Yes, I am on the line, 5 Bill Hoffner.

6 MR. LANNING:) Hi, Bill. Wayne Lanning.

7 MR. PARTICIPANT (BILL): Hey, Wayne. We 8 -- when we got back together at 1730, we noticed 9 that the steam pressure came down. The cool down 10 rate changed. We made a decision here that we will 11 stay activated until we hit Mode 4 also.

12 MR. LANNING: Alright. I understand you 13 will stay under alert until you reach Mode 4, which 14 is 350 degrees RCS temperature?

15 MR. PARTICIPANT (BILL): Yes.

16 Presently, we are about 400 degrees and we have got 17 a 65 degree per hour cool down rate, so we are still 18 looking prior to 1900 in being there. But we are 19 going to stay activated until that point.

20 MR. LANNING: Alright. What was the 21 first part of your statement about the steam 22 pressure?

26 1 like what we saw for a little bit in the rate, so we 2 decided not to terminate. And since we are this 3 close anyway, we are just going to stay activated 4 until that point.

5 MR. LANNING: Alright, Bill. Help me 6 understand what you mean by that. I cannot envision 7 what you are telling me.

8 MR. PARTICIPANT (BILL): We are using 9 throttle valves, right, so as steam pressure drops 10 behind them, you have to open them further to get 11 the same cool down rate.

12 MR. LANNING: Okay.

13 MR. PARTICIPANT (BILL): So we just saw 14 that the cool down rate was dropping off and we just 15 got a little concerned that we were going to be able 16 to maintain that rate and we decided not to 17 terminate at 1730. By adjusting the valves further 18 open, we have now reestablished the 60 degree per 19 hour cool down rate, so we are comfortable we are 20 going to make it. But since we are so close anyway, 21 we are just going to stay to Mode 4 to be concurrent 22 with what you are doing.

23 MR. LANNING: Okay, great. I appreciate 24 that.

27 1 additionally, -- Charlie, do we have positive on the 2 PRV?

3 MR. PARTICIPANT: (Inaudible.)

4 MR. PARTICIPANT (BILL): Okay. Okay, I 5 understand. We are still going through the process 6 of isolating the PRVs. We are going to evaluate 7 whether we were successful in that, and we are also 8 in the process of placing blow down on the Delta 9 Steam Generator in service right now. So we should 10 have a sample once we get that going.

11 MR. LANNING: Okay. I understand you 12 have reestablished the Steam Generator D blow down.

13 MR. PARTICIPANT (BILL): Delta, correct.

14 Okay, Wayne?

15 MR. LANNING: Yes, sir. Let me just 16 canvas the group here and see if there are any other 17 questions.

18 MR. PARTICIPANT: Just one. That 19 throttle valve that you were adjusting the cool down 20 rate with, are those locally controlled or is that a 21 controller from the Control Room, or remote?

22 MR. PARTICIPANT (BILL): No, those are 23 motor operated valves that are throttle able and 24 they are controlled from the Main Control Board.

4 MR. LANNING: You were trying to adjust 5 the valves based on lowering steam pressure?

6 MR. PARTICIPANT (BILL): Correct. And 7 just based on our concern for a little bit, we 8 decided not to terminate, and right now we have 9 reestablished the cool down rate that we desire and, 10 in effect, we are under an hour and we are just 11 going to wait to get to Mode 4 at this point.

12 MR. LANNING: Okay, we got it.

13 MR. PARTICIPANT: Got it.

14 MR. PARTICIPANT (BILL): Okay.

15 MR. LANNING: Alright.

16 MR. PARTICIPANT (BILL): My notion still 17 would be to call you just prior to the termination?

18 MR. LANNING: I would appreciate it, yes.

19 MR. PARTICIPANT (BILL): Okay.

20 MR. LANNING: Thank you.

21 MR. PARTICIPANT(BILL): Okay. Any 22 further questions for me?

3 MR. PARTICIPANT (BILL): Okay, just to 4 let you know, temperature is what, 355 now. We are 5 at 353 degrees, with three minutes, approximately 6 three minutes away from getting to Mode 4. So we 7 are going to send out a determination at that point.

8 MR. LANNING: Okay. So my understanding 9 is that you will terminate the alert status in three 10 minutes?

11 MR. PARTICIPANT (BILL): Approximately 12 three minutes.

13 MR. LANNING: Okay, alright. You still 14 need to do your notification to the Ops Center, 15 please.

16 MR. PARTICIPANT (BILL): Of course. We 17 will make the required notifications and phone 18 calls.

19 MR. LANNING: Alright.
