5 MR. PARTICIPANT: The technical support 6 center does not have a communicator. All the 7 communications come out through the EOF (phonetic) 8 here. It comes through me.

22 MR. PARTICIPANT: Okay. John Ryan, it's 23 Wayne Lanning again. Cancel that request for a 24 communicator from the TSC.

2 MR. PARTICIPANT: That's right.

3 (Inaudible) We're still in a standby for the tailpipe 4 temperatures.

5 MR. PARTICIPANT: Yes. The tailpipe 6 temperatures right now are 220 degrees and stable.

7 MR. PARTICIPANT: And what's your 8 interpretation of that with regard to leakage?

9 MR. PARTICIPANT: I'd have to get back to 10 you on that as to whether the TSC has determined 11 whether there's any significant leakage coming at that 12 __

13 MR. PARTICIPANT: John, is anybody be able 14 to determine where the leakage will be from by 15 acoustic monitors or from the tailpipe temperature.

16 MR. PARTICIPANT: I haven't been able to 17 establish that right now. But we can look at that out 18 here at EOF. What I'm going to do is I'm going to get 19 the TSC to answer that question for us, their 20 technical support center.

21 MR. PARTICIPANT: Are you also interested 22 to see if there's any thoughts of closing the block 23 off.

24 MR. PARTICIPANT: Well, the pressurizer 25 safety valves do not have block valves.

6 1 MR. PARTICIPANT: Well, you've established 2 then that it's leaking from the safety valve and not 3 PORV.

4 MR. PARTICIPANT: We believe that it's 5 leaking from the safety. Because we did have one 6 safety that did open.

7 MR. PARTICIPANT: Had it opened before the 8 PORVs opened.

9 MR. PARTICIPANT: Yes, it did. At the 10 present time PORV block valve status is intermittent.

11 I have a partial closure on it.

12 MR. PARTICIPANT: John, would you say that 13 again, had you indicated that the block valve on the 14 PORV?

15 MR. PARTICIPANT: The block valves right 16 now on the indication are reading partial. I just 17 have a closed slash partial status, and right now both 18 are reading partial.

19 MR. PARTICIPANT: Is that two valve?

20 MR. PARTICIPANT: That is two valve. That 21 is RCS number Z8000 alpha and bravo. (Inaudible). At 22 the present time we're getting information on that, 23 whether or not the control room has more information 24 on that partial status there.

3 MR. PARTICIPANT: Delta. Delta steam 4 generator.

5 MR. PARTICIPANT: Delta.

6 MR. PARTICIPANT: That's correct. So I 7 have a delta steam generator sample that I will get 8 back to you on as well as a state on what the block 9 valve status means by saying partial.

10 MR. PARTICIPANT: And also an evaluation 11 of the tailpipe temperatures.

12 MR. PARTICIPANT: And evaluation of 13 tailpipe temperatures. That's correct.

14 MR. PARTICIPANT: Now I understand that 15 you're in the process of removing the contents from 16 the PRT, is that correct?

17 MR. PARTICIPANT: Yes. What we're doing 18 is we're pumping down the PRT and then filling it with 19 primary grade water to get the temperature down. And 20 get it within it's normal ban.

21 MR. PARTICIPANT: Okay. Could you also 22 confirm you still have no sump level indication as far 23 as readings.

24 MR. PARTICIPANT: Yes, just a second. I 25 can confirm that.

4 MR. PARTICIPANT: Go ahead, John. Wayne 5 here.

6 MR. RYAN: Yes. Both PORV block valve, 7 pressurizer PORV block valves are open.

8 MR. PARTICIPANT: Help me understand that.

9 The indication that one of those are leaking --

10 MR. RYAN: We don't believe the PORV are 11 leaking. We believe the leakage is actually coming 12 from a safety valve. And that safety valve does not 13 have a block valve on it.

14 MR. PARTICIPANT: Okay. Help me 15 understand that, John. Is that because of what kind 16 of indication that gives you confidence that the PORVs 17 are not leaking?

18 MR. RYAN: That's what we're doing the 19 tailpipe evaluation on right now.

20 MR. PARTICIPANT: Okay. So that's to be 21 determined?

22 MR. RYAN: That's to be determined.

23 That's correct.

2 MR. RYAN: We still do not have what 3 caused the event.

4 MR. PARTICIPANT: Okay. Thank you.

5 (Inaudible).

6 MR. HOFFNER: Millstone station on line.

7 MR. LANNING: Is that the emer -gency 8 director? This is Wayne Lanning (phonetic) a t the 9 IRC.

10 MR. HOFFNER: Yes, this is Bill Hoffner 11 (phonetic). I'm the Director of Station Emergency 12 Operations. I also Dave Dobson (phonetic) and Steve 13 Scase (phonetic) in here with me.

14 MR. LANNING: Okay, Bill.

15 We just got briefed by John Ryan regarding 16 plant conditions. I'd be interested in a couple of 17 strategies on your part. The first, what is your plan 18 going forth?

19 MR. HOFFNER: Our plan is to complete the 20 emergency EOP ES 1.1, which is safety injection 21 termination. Then we will transition to normal plant 22 operating procedures which will have us initiate plant 23 cool down. We will initiate plant cool down to cold 24 shutdown.

10 1 understand that you are still in the alert status.

2 MR. HOFFNER: That is correct, Wayne.

3 MR. LANNING: Can you share with me what 4 some of the parameters are that would permit you to 5 exit that EAL?

6 MR. HOFFNER: Steam safety is go. What 7 we're looking right now is to get the plant starting 8 to cool down. We are looking at containment pressure 9 right now because we lost cooling water to 10 containment, the pressure is just slightly above tech 11 spec pressure. So once we begin the cool down and we 12 get containment pressure back in spec. We're already 13 reviewing our termination checklist right now. So we 14 would expect later this afternoon to be able to 15 terminate.

16 MR. LANNING: Can you expand upon the 17 reasons for the loss of containment cooling? That's 18 new information to us.

19 MR. HOFFNER: Containment, it's actually 20 a chill water system. And that's a nonsafety system 21 that post action it isolates -- chiller portion. And 22 so we've reset that and we've reinitiated it.

23 MR. LANNING: Thank you for that. I 24 understand you reinitiated chill water containment 25 cooling?

11 1 MR. PARTICIPANT: (Inaudible) 2 MR. LANNING: Bill, could you confirm for 3 us conditions inside containment in terms of 4 temperature and humidity, for example?

5 MR. HOFFNER: I would have to get that 6 data, Wayne. We've had no reports of any indication 7 that, other than from the loss of coolant, any 8 indication of any leakage or anything like that, if 9 that's -- if that's what the questions are heading 10 towards. Because right now it's solely a loss of 11 coolant that's caused the pressure to go up.

12 MR. LANNING: That's the question.

13 MR. HOFFNER: The other -- right. We do 14 have a small amount of leakage going through either 15 one of the PORVs or safety that's going into the PRT, 16 primary relief tank. We have been pumping that down.

17 So the pressure -- primary relief tank, PRT, is 18 intact.

19 MR. LANNING: Bill, I understand that your 20 two block valves for the PORVs are still open, is that 21 correct?

22 MR. HOFFNER: They are still open. We were 23 going to go and cycle them to see if that could stop 24 the leakage. What we have is we have three safeties 25 and two PRVs and they all come into a common line. So NEAL R. GROSS COURT REPORTERS AND TRANSCRIBERS 1323 RHODE ISLAND AVE., N.W.

12 1 we want to see if the leakage into the PRT we can 2 isolate by shutting one of the two block valves. So 3 we're going to be working through that very shortly.

4 MR. LANNING: Okay. Bill, I understand 5 you had a packing leak in the auxiliary building from 6 the charging system. Is that correct and does that 7 constitute a release?

8 MR. HOFFNER: We did have a confirmed 9 leak, a packing leak off the charging lines. The 10 charging line that leaked is not a normal flow path 11 line. Following the safety injection they released to 12 the charging pumps, got a line back to our alternate 13 F8 (phonetic). The valve that leaked was on this line 14 and the line has been isolated.

15 We have no airborne indications at all, no 16 change in our rad monitors, effluent. We do have some 17 amount of surface contamination that we're in the 18 process of cleaning up. And it's just down to the area 19 specifically around the water charging pumps where the 20 valves are located.

21 Wayne, did you receive that?

22 MR. LANNING: That's affirmative. I did 23 receive that.

24 I also understand that you have no 25 airborne alarms or elevated levels?

13 1 MR. HOFFNER: Yes. We've seen no trends in 2 any of our rad monitors that would indicate any 3 airborne effluent releases.

4 MR. LANNING: Okay. I understand you have 5 no indication or trends in rad releases. Okay. Stand 6 by. All right.

7 Bill, thank you for your briefing.

8 Anything else you want to add?

9 MR. HOFFNER: Call John Ryan and I can get 10 back on the line with you, okay?

11 MR. LANNING: You were breaking up. Say 12 again.

13 MR. HOFFNER: Said if you guys need any 14 further questions, you can call John Ryan and and he's 15 on ops net and he can arrange for me to get back on 16 the phone with you.

17 MR. LANNING: Hey, Bill, just one last 18 question: Have you had any press interest?

19 MR. HOFFNER: Press is going through --

20 we've activated chief tech support, Grossman in 21 Hartford (phonetic) and they're handling the press 22 release up here. We've had none directly into the 23 EOF.

3 MR. DOERFLEIN: Hey, Kevin, one of the 4 questions that came up during the status brief dealt 5 with sampling the steam generators, and at that time 6 we were told that three of them were sampled and they 7 were still sampling delta.

8 MR. BINGL: That's correct.

9 MR. DOERFLEIN: My management is 10 interested in those results when they come in.

11 MR. BINGL: Larry, I'll get you an update 12 of the sample for delta steam generator.

13 MR. DOERFLEIN: Good enough. All right.

18 MR. BINGL: Yes. Larry, you have received 19 the report that had sampled alpha bravo charlie with 20 no (Inaudible) activity, is that correct?

21 MR. DOERFLEIN: Correct.

22 MR. BINGL: The sample flow path was 23 isolated prior to drawing a sample from delta. They 24 have since been working to establish a sample flow 25 path.

17 MR. BINGL: The scales I'm looking are 18 thousands of pounds mass per hour, so these are in the 19 range of approximately a 100, but it's consistent 20 between the four.
