23 MR. LANNING: I'm well, sir.

2 MR. LANNING: And your Mr. Ryan is also on 3 the bridge.
4 MR. PRICE: Very good.
5 MR. LANNING: We're looking to you to sort 6 of give us your status and what your plans are.
7 MR. PRICE: Okay.
8 MR. LANNING: Particularly with regard to 9 terminating the alert.
10 MR. PRICE: Understand.
11 MR. LANNING: Go ahead.
12 MR. PRICE: Okay. I will assume that you 13 all know some of the major topical areas, but I'll hit 14 some of the major milestones for you.
15 MR. LANNING: Sure.
16 MR. PRICE: That about 0829 a.m. this 17 morning Unit 3 Millstone had a reactor trip and safety 18 injection steam line low pressure (Inaudible). As of 19 right now the cause of trip is undetermined. And I 20 understand that there was a previous question with 21 regard to tampering. We have not ruled it out, but we 22 have no reason to believe that tampering was involved.
23 That will be part of our investigation. But once 24 again, we have no reason at this time to believe that 25 tampering was involved with the initiation of the NEAL R. GROSS COURT REPORTERS AND TRANSCRIBERS 1323 RHODE ISLAND AVE., N.W.

12 1 reactor trip and safety injection.
2 Our main safety systems did operate.
3 We currently have -- we did go solid in 4 our pressurizer. We have recovered pressurizer level 5 and pressure is steady. And have an individual 6 standing in front of the status board. But we have 64 7 percent in the pressurizer and we are at roughly 2200 8 pounds in the primary coolant system. So we have 9 pressure control and we have pressurizer level 10 restored to scale.
11 We have transitioned to our emergency 12 procedure ES1.1 safety injection termination. And we 13 have terminated the safety injection and we're back on 14 normal charging and let down.
15 We declared our alert charlie 1 based on 16 our tables, which give you direct-alert classification 17 based on a main steam safety valve stuck open. The 18 reason that we classified that is we had a safety 19 valve on the bravo steam generator which had opened 20 below its set point. And right now we don't know if 21 that was the initiator of the safety injection or came 22 immediately after the safety injection signal. But 23 based on the fact that that steam generator safety 24 valve opened below its set point, the shift manager 25 made the classification of alert charlie 1, and that's NEAL R. 13 1 the classification that we remain in.
2 We have not yet reached conclusion, but 3 what we are considering here in the EOF is what 4 determination criteria would be. With the Millstone 5 Unit 3 design, we are currently on the atmospheric 6 dump valves because with -- we have the main steam 7 isolation signal that we have manually injected. So 8 our ability to dump steam to the condenser is limited 9 at this time. We don't have that capability at this 10 time and we're evaluating our options to restore the 11 ability to dump steam to the condenser. So right now 12 we're on an atmospheric dump valve that's cycling 13 periodically to remove decay heat.
14 So we're looking at our termination 15 criteria for the alert and we believe that we are 16 there right now. But we're also looking at other 17 indications for a notification of unusual event 18 criteria. We don't -- I don't believe that we see any 19 at this time, but we're still going through the 20 thought process for what we need to do in order to 21 terminate from the event. And as soon as we have 22 reached those conclusions I'll be happy to call you 23 back on this bridge.
24 We do have people at the state armory.

14 1 the state had arrived yet, only the Dominion staff was 2 there. And we have a number of members of our 3 corporate EOF staff who have already responded to the 4 corporate EOF and we have been in conversations with 5 them.
6 Do you have any followup questions right 7 now?
8 MR. HOLIAN: Yes, Mr. Price. Brian Holian 9 from Region I also.
10 Did you say Bravo steam generator lifted 11 a little bit low? We had understood that at about 12 1100 pounds. But that's still 100 pounds above 13 normal. Was there any indication of why the steam 14 generator pressure was high -- that high even?
15 MR. PRICE: I do not have that detail at 16 this time, sir.
17 MR. HOLIAN: Okay.
18 MR. LANNING: Allen, it's Wayne. We still 19 need you to activate ERDS for us?
20 MR. PRICE: Yes, sir.
21 MR. LANNING Can you give me an estimate 22 about when that might occur?

8 We should ask him, you know maybe we're looking at 9 this thing all wrong. We should say, you know, maybe 10 this thing started at the primary site.
11 MR. PRICE: I'm glad to get that 12 information.
13 MR. WIGGINS: We ought to ask him if he's 14 got any chemistry data on -- or you know, anything 15 like that that he ruled any reactor oriented thing 16 out. So, it's up to you, Wayne. You know, ask him 17 when you think it's appropriate.
18 MR. PARTICIPANT: Also, we haven't asked 19 about fuel leakers, have we?
20 MR. LANNING: No.
21 MR. PARTICIPANT: And rad release. Their 22 estimate of rad release.
23 MR. LANNING: Allen, are you back?

2 MR. PRICE: I'm getting that information 3 sent to me now.
4 MR. LANNING: Okay. I'm also interested 5 in what estimation is of any releases and any 6 chemistry samples that you have ongoing at the primary 7 site?
8 MR. PRICE: We have no indications of any 9 rad levels above normal. We have done some sampling 10 from steam generators, and we have no indications of 11 any primary or secondary leak. So our rad levels at 12 this time are normal.
13 We did put some water from our charging 14 system from a relief valve on a recirc line into the 15 aux building. The last report that I had was that 16 water was clean.
17 MR. HOLEY: Allen, this is Brian Holian.
18 Have you been operating with any fuel 19 leakers at all?
20 MR. PRICE: No, sir. No, sir.
21 MR. HOLIAN: Okay.
22 MR. RYAN: John Ryan.
23 We are presently on normal charging and 24 let down.
25 MR. PRICE: Thank you, John.

17 1 MR. PARTICIPANT: Jim, this is Sam.
2 You had a question on the PRT. Did you 3 get an answer for that?
4 MR. PARTICIPANT: No, I hadn't heard an 5 answer.
6 MR. PRICE: The maximum primary pressure 7 that I believe we have seen has been on the order of 8 2330 pounds. That is below the set point of our power 9 operator relief valve and it's also below the set 10 point of safety valves.
11 Having said that, we have gotten some 12 information from the control room that indicated they 13 think they had a leakage from a safety valve. And we 14 do have, the last I looked, about 74 or 75 percent 15 level in our pressurizer relief tank. So we do 16 believe that we have some leakage coming from either 17 a PORV or a safety value.
18 MR. WIGGINS: Allen, this is Jim just to 19 follow up. Do you think the PRT is intact still, or do 20 you think it ruptured --
21 MR. PRICE: It has a ruptured disk, and I 22 do not believe that ruptured disk has been challenged 23 as of yet. That is correct.
24 MR. WIGGINS: Okay.

18 1 the present time about 82 percent in the PRT 2 pressurizer relief tank. And the tank showed that it 3 is intact at this time.
4 MR. PRICE: Thank you, John.
5 MR. LANNING: John, would you say that 6 again? I could not hear you. The PRT is intact?
7 MR. PARTICIPANT: That is correct. The 8 PRT level is increasing slowly, rising slowly and it 9 is at 82 percent. And the pressure is 64 -- almost 65 10 pounds psi.
11 MR. LANNING: Do you have any indication 12 of other leakage (Inaudible)?
13 MR. PARTICIPANT: I will have to get back 14 to you on that.
15 MR. PARTICIPANT: I'm sorry. I could not 16 hear that question. Could you please ask it again?
17 MR. LANNING: The question is do you have 18 indication of leakage by way of (Inaudible) or 19 otherwise inside containment?
20 MR. PARTICIPANT: There is none to my 21 knowledge.
22 MR. LANNING: Could you verify that for 23 me?
24 MR. PRICE: Yes, I will.

19 1 my purposes, I'd like to clarify the statement we 2 heard about primary lift or primary leak. It sounds 3 like they did not have the lift, but there is leakage 4 by one of the vales?
5 MR. PRICE: Is that Sam?
6 MR. PARTICIPANT: Yes.
7 MR. PRICE: From the data that I have, 8 Sam, we should not -- we did not meet the set point 9 for safety valves. But it would appear -- once again, 10 I don't have all that data in front of me. But we do 11 have indications, I believe, from a tailpipe, RTD, 12 that we had indications of a safety valve lift.
13 MR. PARTICIPANT: Okay. And -- okay. So 14 any leakage that you would have now would.be a result 15 of the event? You didn't have that leakage before?
16 If you did, I presume you would have closed the 17 isolation valve?
18 MR. PRICE: That is correct.
19 MR. PARTICIPANT: Okay.
20 MR. PARTICIPANT: I'm sorry. Sam, just to 21 clarify that, Mr. Price, that was you're getting an 22 RTD on one of the safety valves that doesn't have a 23 block?
24 MR. PRICE: The safety valves do not have 25 a block. The PORVs have a block.

3 MR. PRICE: That it correct. I was just 4 handed a note that our ERDS system is running. We 5 have the capability. So you all should have that 6 capability at this time.
7 MR. PARTICIPANT: Okay.
8 MR. PARTICIPANT: (Inaudible) you 9 evacuated ARD (Inaudible).
10 MR. PARTICIPANT: Mr. Price (Inaudible) 11 are you the emergency director now?
12 MR. PRICE: No, I am not. Bill Hoffner 13 is.
14 MR. PARTICIPANT: Bill Hoffner?
15 MR. PRICE: That is correct.
16 And I was just handed a note we have no 17 indication of input to the containment sump in Unit 3.
18 No indications.
19 MR. LANNING: Okay. Any other questions?
20 MR. WIGGINS: Yes. Wayne, I'd like Allen 21 to understand from Allen what's the path forward as he 22 sees it. What's his immediate plan? You know, there 23 is a rising level in the PRT. Something that goes in 24 there is leaking. If they did go solid in the 25 pressurizer, I know -- I have a sense that these NEAL R. GROSS COURT REPORTERS AND TRANSCRIBERS 1323 RHODE ISLAND AVE., N.W.

21 1 safety valves might not like water very much.
2 MR. PRICE: Right.
3 MR. WIGGINS: They prefer steam and, you 4 know, what's the way out, Allen? Where are you going 5 to take the plant?
6 MR. PRICE: Well, clearly -- clearly our 7 first challenge was to -- was to take care of the 8 solid pressurizer conditions. We have done that. And 9 to make sure that we have stable relationship between 10 the primary and the secondary. I believe we have 11 that.
12 So we've worked our way through the 13 pressurizer -- through the safety injection 14 termination criteria, the communications between the 15 primary and the secondary; we've got that stable. And 16 now what I have to do is pretty quickly get off this 17 phone and converse with the control room and the TSC 18 to understand exactly the answer to that question.
19 I would imagine we're going to be moving 20 into a further cool down on the primary.
21 MR. LANNING: Allen, it's Wayne again.
22 We are not able to detect that you've 23 actuated ERDS.
24 MR. PRICE: Okay. Let me check into that.
