4 MR. COHEN: Good evening. Mike Tiller 5 from Homeland Security.

6 MR. GOTT: Yes sir.

7 MR. COHEN: I'm just calling for an update 8 on the situation at Millstone 3.

9 MR. GOTT: Yes, they secured from their 10 alert at 1905 this evening. They're in Mode 4 which 11 is hot standby.

12 MR. COHEN: Hot standby.

13 MR. GOTT: Hot shutdown.

14 MR. COHEN: Hot shutdown.

15 MR. GOTT: They're continuing to cool down 16 to cold shutdown.

17 MR. COHEN: Continuing to cool to a cold 18 shutdown.

19 MR. GOTT: Yes.

20 MR. COHEN: Okay. But they were at an 21 alert stage.

22 MR. GOTT: Yes, they were until 1905.

23 MR. COHEN: 1905. And you had notified the 24 HSOC of that.

3 1 Officer. I guess they called him earlier when they 2 entered the alert and I called the Senior Watch 3 Officer maybe half an hour ago to tell them they had 4 secured from their alert.

5 MR. COHEN: Okay. So they are no longer 6 in any emergency situation. Right?

7 MR. GOTT: Right. No emergency situation.

8 MR. COHEN: Was there any radioactive 9 release?

10 MR. GOTT: They reported that there was --

11 Let me use their words exactly. "No release of 12 radioactivity other than those minor releases 13 associated with normal plant operations."

14 MR. COHEN: "Other than minor releases 15 associated with normal plant operations."

16 MR. GOTT: Right.

17 MR. COHEN: Okay. So where did the fluid 18 when the valve opened on the secondary side?

19 MR. GOTT: The secondary side is not 20 contaminated. So it goes to the atmosphere.

21 MR. COHEN: Okay.

22 MR. GOTT: Now they're in the process of 23 drawing the samples to make sure there is no leakage 24 between the primary and secondary side. They have 25 three samples of three of the four heat exchangers.

4 1 MR. COHEN: Okay.

2 MR. GOTT: Generators as we call them.

3 MR. COHEN: So three of the four have been 4 sampled.

5 MR. GOTT: Right. To verify that there's 6 no -- and they don't expect any leakage. They're just 7 double-checking.

8 MR. COHEN: Okay, it's just precautionary.

9 MR. GOTT: Yes.

10 MR. COHEN: Okay.

11 MR. GOTT: That's one other thing that the 12 NRC is waiting on is a report from Millstone that the 13 fourth one has been sampled and that there is no 14 leakage.

15 MR. COHEN: What they're sampling is what?

16 The secondary side?

17 MR. GOTT: Yes, the secondary side.

18 MR. COHEN: Okay.

19 MR. GOTT: There is radioactive material 20 on the primary side.

21 MR. COHEN: On the primary side, right.

22 It's the secondary side. Okay. Very good. So the 23 plant is just continuing a cold shutdown. That's the 24 basic situation.

25 MR. GOTT: Right. And they're not sure.

5 1 They're still doing their investigation as to what 2 really caused the initial problem and I guess you saw 3 what the initial report was. Right?

4 MR. COHEN: Well, I saw a snippet here.

5 I didn't really see -- It hasn't been posted, has it, 6 to the website?

7 MR. GOTT: No, it hasn't. It will be 8 posted tomorrow morning.

9 MR. COHEN: Tomorrow morning.

10 MR. GOTT: But basically, it tripped.

11 They had a low pressure signal. So the emergency core 12 cooling initiated. So they actually had one of their 13 primary reliefs to lift also, but that goes into 14 containment.

15 MR. COHEN: Right.

16 MR. GOTT: So that doesn't get out to the 17 atmosphere.

18 MR. COHEN: Right.

19 MR. GOTT: But like I said, they're on 20 their way to cold shutdown to finish their 21 investigation then to determine what caused this.

22 MR. COHEN: Okay. When you get the fourth 23 sample completed and you have satisfied yourselves 24 that there's been no leakage from the primary to the 25 secondary, will you update the HSOC with that NEAL R. GROSS COURT REPORTERS AND TRANSCRIBERS 1323 RHODE ISLAND AVE., N.W.

2 MR. GOTT: Probably not.

3 MR. COHEN: Okay.

4 MR. GOTT: Well, you know HSOC wasn't 5 interested in that much detail.

6 MR. COHEN: Okay.

7 MR. GOTT: But we will probably call them 8 because the NRC is still monitoring awaiting those 9 samples to be drawn.

10 MR. COHEN: Yes.

11 MR. GOTT: And so we will probably call 12 the HSOC to let them know that the Agency is out of 13 monitoring.

14 MR. COHEN: Out of monitoring mode once 15 you get that.

16 MR. GOTT: Right. But they tend to be 17 more concerned with the fact that the site itself is 18 no longer in an emergency status.

19 MR. COHEN: Right.

20 MR. GOTT: Do you see what I'm saying?

21 MR. COHEN: Right.

22 MR. GOTT: We're monitoring just because 23 we want to make sure the licensee gives us that answer 24 as soon as possible.

25 MR. COHEN: Right. Okay. Very good then.
