9 1 I'm looking for a couple of things if you 2 could.

3 First, could you give us an update, the 4 status of the plan and planned actions and then I'd 5 like to have a discussion pertaining to what 6 notifications (inaudible) make the local (inaudible) -

7 - local officials and what press release you 8 issued. MR. PARTICIPANT: We call the 9 managers. Right. We don't call the duty officer to -

10 11 MR. PARTICIPANT: Somebody has their mike 12 open.

14 MR. RYAN: This is John Ryan. Ready for 15 a (inaudible).

16 MR. PARTICIPANT: John, can you stand by 17 a minute?

18 John Ryan?

19 MR. RYAN: This is John Ryan.

20 MR. PARTICIPANT: Go ahead and (inaudible) 21 your brief.

22 MR. RYAN: I understand go ahead with the 23 brief?

10 1 maximum core exit thermocouples are 565 degrees.

2 Reactor vessel level is 100 percent.

3 The RCS -- the pressurizer level is 57 4 percent. At the present time we are cooling down the 5 PRT, Pressure Relief Tank, using primary grade water 6 and that's why you're seeing if you're watching the 7 RDS (phonetic) you're seeing PRT level and pressure 8 increasing and then decreasing. We did pump it down.

9 The secondary side as far as the secondary 10 side goes, the steam generator pressure (inaudible) 11 right now are approximately 1,080 pounds on all four 12 steam generators.

13 We are feeding the steam generators on aux 14 feed maintaining steam generator level. And radiation 15 levels have not changed since the initial event. They 16 did not change during the initial event.

17 MR. PARTICIPANT: John, would you clarify 18 what you mean by that? Is that based on a secondary 19 sample or what?

20 MR. RYAN:. No. This is based on the 21 radiation monitoring system in the control room by 22 (inaudible) monitors.

23 MR. PARTICIPANT: Have you confirmed you 24 have no primary, secondary leaks?

21 1 samples Alpha, Bravo and Charlie steam generators and 2 there is no -- no rad levels detected in there and we 3 have determined that there's no primary, secondary 4 leaks. We are getting a sample on sump at this time.

5 MR. PARTICIPANT: D is in progress, is 6 that correct, John?

7 MR. RYAN: Delta is in progress. That's 8 correct.

9 MR. PARTICIPANT: All right. Go ahead.

10 What can you tell us about the indication 11 of leakage through the PORV or the primary safety 12 valve?

13 MR. RYAN: At the present time, the PRT, 14 which is the pressure relief tank is -- the level is 15 fluctuating because we're pumping it up and cooling it 16 down with Primary grade water. So, the detection on 17 that is really not available to me.

18 I can get you tailpipe temperatures on the 19 relief valves and I'll get that while we continue to 20 talk.

21 MR. PARTICIPANT: Okay. I appreciate 22 that.

23 I understand are you still normal charging 24 and let down?

12 1 charging and let down. We are still in ES 1.1, which 2 is site termination criteria and we are doing a brief 3 right now to enter OP3208 which is RCS cool down.

4 MR. PARTICIPANT: John, are you still in 5 the alert classification?

6 MR. RYAN: Yes. We have not changed our 7 classification level.

8 MR. PARTICIPANT: Are you -- can you give 9 us some insight as to what parameters must be met to 10 exit the alert and maybe go into a UE or whatever?

11 MR. RYAN: The directors are discussing 12 that at this time and that's why I'm giving you the 13 brief. They're in a meeting right now. But as soon 14 as we know, I will get to you.

15 MR. PARTICIPANT: Okay. I'm going to 16 stand by for the tail pipe temperatures.

17 MR. RYAN: That's correct and while we're 18 standing by for them, we have released three condition 19 of report forms which go out to the local officials 20 and the State officials. And all of the first 21 (inaudible) within the emergency planning zone get a 22 page. They can call in get a recording as to what the 23 incident report forms content is. Those were faxed to 24 Region 1.

10 MR. PARTICIPANT: Maybe they're coming in 11 now.

16 MR. RYAN: Okay. You will have three 17 incident report forms and one news release form.

18 The news release form goes out to the 19 paper press.

20 MR. PARTICIPANT: And you sent that to us 21 also?

22 MR. RYAN: That's correct. I did send 23 that to you. That release was made at 11:17.

24 MR. PARTICIPANT: Okay. John, are you in 25 the EOF or the TSC?

6 MR. RYAN: Yes. I can. Is there a number 7 that you want them to call or you want them to call 8 the 301-816-5100?

9 MR. PARTICIPANT: That is correct. And 10 they should ask for the reactor safety --

11 MR. PARTICIPANT: No. The (inaudible).

12 MR. PARTICIPANT: ENS Bridge. Emergency 13 Notification System Bridge.

14 MR. RYAN: ENS Bridge. Right. Understand.

15 And who would you like to speak to?

16 MR. PARTICIPANT: The communicator.

17 MR. RYAN: The technical support center 18 does not have a communicator. All the communications 19 come out to the EOF here and come through me.

20 MR. PARTICIPANT: Stand by a minute.

21 MR. RYAN: Understand.

22 MR. PARTICIPANT: Mike Weber is on the 23 bridge.

2 MR. PARTICIPANT: Okay. Whatever works 3 for you, Jim. You're there in the OPS center, I 4 understand.

5 Okay. All right.

6 MR. LANNING: John Ryan, It's Wayne 7 Lanning again.

8 Cancel that request for a communicator 9 from the TSC.

10 MR. RYAN: I understand you want me to 11 cancel the TSC communicator request?

12 MR. LANNING: That's correct. We are 13 still on standby for the tailpipe temperatures.

14 MR. RYAN: Yes. The tailpipe temperature 15 right now are 220 degrees and stable.

16 MR. PARTICIPANT: And what's your 17 interpretation of that with regard to leakage?

18 MR. RYAN: I'd have to get back to you on 19 that as to whether the TSC has determined whether 20 there's any significant leakage coming at that 21 (inaudible).

22 MR. PARTICIPANT: John, has anybody been 23 able to discriminate where the leakage would be from 24 by acoustic monitors or from the tailpipe 25 temperatures?

16 1 MR. RYAN: I haven't been able to 2 establish that right now, but we can look at that out 3 here at the EOF. What I'm going to do is I'll get the 4 TSC to answer that question for us, the Technical 5 Support Center.

6 MR. PARTICIPANT: We're also interested in 7 seeing if there's any thoughts of closing the block 8 valve?

9 MR. RYAN: Well, the pressurize safety 10 valves do not have block valves.

11 MR. PARTICIPANT: Oh, you've established 12 then the leakage of the safety valve or the PORVs?

13 MR. RYAN: We believe that it's leaking 14 from the safety.

15 We did have one safety that did open.

16 MR. PARTICIPANT: And it opened before the 17 PORV opened?

18 MR. RYAN: Yes. It did.

19 MR. PARTICIPANT: Okay.

20 MR. RYAN: At the present time, the four 21 block valve status is intermittent. I have a partial 22 closure on it.

23 MR. PARTICIPANT: John, will you say that 24 again? It's a block valve on a PORV?

25 MR. RYAN: The block valve right now is on NEAL R. GROSS COURT REPORTERS AND TRANSCRIBERS 1323 RHODE ISLAND AVE.. N.W.

17 1 the indication are reading partial. I just have a 2 closed/partial status and right now both are reading 3 partial.

4 MR. PARTICIPANT: That is two valves?

5 MR. RYAN: That is two valves. That is 6 RCS number Z8000 Alpha and Bravo. At the present time

-7 we're getting information on that -- whether or not 8 the control room has more information on that partial 9 status there.

10 MR. PARTICIPANT: Okay. Thank you, John.

11 We're also standing by for when you get the results 12 from the D Steam generator secondary side.

13 MR. RYAN: Delta. Delta steam generator.

14 That's correct. So, I have a delta steam generator 15 sample, but I will get back (inaudible) as well as an 16 update on what the block vavle status means by staying 17 partial.

18 MR. PARTICIPANT: And also an evaluation 19 of the tailpipe temperatures.

20 MR. RYAN: And an evaluation of the 21 tailpipe temperatures. That's correct.

22 MR. PARTICIPANT: I understand that you're 23 in the process of -- of removing the contents from the 24 PRT. Is that correct?

18 1 pumping down the PRT and then filling it with primary 2 grade water to get the temperature down and get it 3 within its normal band.

4 MR. PARTICIPANT: Did you also confirm you 5 should have those sump level indications as far as 6 leakage?

7 MR. RYAN: Just a second. I can confirm 8 that.

9 Wayne, this is John Ryan.

10 MR. PARTICIPANT: Go ahead, John, Wayne 11 here.

12 MR. RYAN: Yes. Both four block valves, 13 pressurizer four block valves are open.

14 MR. PARTICIPANT: Help me understand that.

15 If you think one of those are leaking.

16 MR. RYAN: We don't believe the PORV's are 17 leaking. We believe there's leakage actually coming 18 from a safety valve. And that safety valve does not 19 have a block valve on it.

20 MR. PARTICIPANT: Okay. Help me 21 understand that, John. Is that because of what kind 22 of indication that gives you confidence that the 23 PORV's are not leaking?

24 MR. RYAN: That's why we're doing the 25 tailpipe evaluations on right now.

3 MR. RYAN: That's to be determined.

4 That's correct.

5 MR. PARTICIPANT: Okay.

6 John, can you give us an update on an 7 initiating or what caused the event?

8 MR. RYAN: We still do not have what 9 caused the event.

10 MR. PARTICIPANT: Okay. Thank you.

11 MR. PARTICIPANT: Some substation on line.

12 MR. LANNING: Is that the emergency 13 director? This is Wayne Lanning at IRC.

14 MR. PARTICIPANT: Bill Huffner, officer.

15 I'm the director of safety emergency operations. I 16 also have Dave Dodson (phonetic) and Steve Stacey 17 (phonetic) here with me.

18 MR. PARTICIPANT: Okay, Bill. We just got 19 a new brief by John Ryan (inaudible) conditions. I'd 20 be interested in a couple of strategies on your part.

21 The first, what is your plan going forth.

22 MR. PARTICIPANT: Our plan is to complete 23 the emergency EOP, S1.1, which is safety injection 24 termination. Then we will transition to normal plant 25 operating procedures, which will have an initial plant NEAL R. GROSS COURT REPORTERS AND TRANSCRIBERS 1323 RHODE ISLAND AVE., N.W.

20 1 cool down. We will initiate plant cool down cold 2 shutdown.

3 MR. LANNING: Okay. Can you tell me, I 4 understand that you're still in the alert status?

5 MR. RYAN: That is correct, Wayne.

6 MR. LANNING: Can you share with me what 7 some of the parameters are that would permit you to 8 exit that EAL?

9 MR. RYAN: Steam safety is so -- what 10 we're looking at right now is to get the plant started 11 to cooldown. We are looking at containment pressure 12 right now. Because we lost cool in order to contain 13 the pressures just slightly above Tec. Spec. pressure, 14 so once we begin the cool down and we get containment 15 pressure back intact. We're already reviewing our 16 termination checklist right now. So, we would expect 17 later this afternoon to be able to terminate.

18 MR. LANNING: Can you expand upon the 19 reason for loss of containment cooling? That's new 20 information to us.

21 MR. RYAN: Containment is actually a chill 22 water system and that's a non-safety system that post 23 action is (inaudible) isolate (inaudible) so we've 24 reset that and we're reinitiated it.

21 1 understand you're reinitiating chill water containment 2 cooling.

3 Bill, could you confirm for us conditions 4 inside containment in terms of the temperature and 5 humidity for example?

6 MR. PARTICIPANT: Yes. I would have to 7 get that data, Wayne. We've had no reports of any 8 indication that other than for the loss of cooling, 9 any indication of any leakage or anything like that, 10 if that's what the questions are heading towards --

11 lost the cooling and that's caused the pressure to go 12 up.

13 Right. We do have a small amount of 14 leakage going to either one of the four for safety 15 that's going into the PRT, Primary Relief Tank. We 16 have been pumping that down so the pressure -- primary 17 relief tank, PRT, is intact.

18 MR. LANNING: Bill, I understand that 19 you're two block valves for the PORV's are still open.

20 Is that correct?

21 MR. PARTICIPANT: -- take this phone call.

22 They are still open. We were going to go and cycle 23 them to see if that would stop the leakage.

24 What we have is, we have three safeties 25 and two PRVs and they all come into a common line.

22 1 So, we want to see if the leakage into the PRT, we can 2 isolate by shutting one of the two block valves. So, 3 we're going to be working through that very shortly.

4 MR. LANNING: Okay. Bill, I understand 5 you had packing leak in the auxiliary building from 6 the charging system. Is that correct and does that 7 constitute a release?

8 MR. PARTICIPANT: Didn't have a confirmed 9 leak, a packing leak off a charging line. The 10 charging line that leaks is not a normal flow tap 11 line. Following the safety injection, they release 12 to the charging pumps get aligned back to our 13 (inaudible).

14 The valve that leaked was on this line and 15 the line has been isolated.

16 We have no airborne indications at all.

17 No change in our rad monitors effluence. We do have 18 some small amount of surface contamination that we're 19 in the process of cleaning up. And it's just down to 20 the area specifically around one of our charging pumps 21 where the valves are located.

22 Wayne, did you receive that?

23 MR. LANNING: That's affirmative. I did 24 receive that. I also understand that you have no 25 airborne alarms or elevated levels?

23 1 MR. PARTICIPANT: Yes. We've seen no 2 trends in any of our rad monitors that would indicate 3 any airborne effluent releases.

4 MR. LANNING: Okay. I understand you have 5 no indication or trends in rad releases. Okay.

7 All right. Bill, thank you for your 8 brief. Is there anything else you want to add?

9 Thank John Ryan and I can get back on the 10 line with you. Okay. You were breaking up. Say that 11 again.

12 MR. PARTICIPANT: If you guys need any 13 further questions, you can call John Ryan and he's on 14 OPMED (phonetic) and he can arrange for me to get back 15 on the phone with you.

16 MR. PARTICIPANT: Hey, Bill. Just one 17 more question. Have you had any press interest?

18 MR. PARTICIPANT: The press is going 19 through -- we activated a chief tech support.

20 (Inaudible) and they're handling the press release up 21 here. We've had none directly into the EOF.

22 MR. PARTICIPANT: You had no press 23 inquiries? Is that what you said?

24 MR. PARTICIPANT: (Inaudible). We've had 25 none that our EOF facility.
