2 MR. LANNING (phonetic): Hi, Bill. It's 3 Wayne Lanning at the RC in Region 1.
4 MR. HOFFNER (phonetic): Hi, Wayne.
5 MR. LANNING .(phonetic): Hey, we're 6 calling to get an update and talk a little bit about 7 technical specifications, if we could.
8 MR. HOFFNER (phonetic): Okay.
9 MR. LANNING (phonetic): So could you tell 10 us what actions you have underway?
11 MR. HOFFNER (phonetic): Right now we've 12 entered our normal operating procedure for a plant 13 cool-down, 3208. We're doing the briefings on that.
14 We have verified we have adequate shutdown margin to 15 go down to 350 degrees, so very shortly we'll initiate 16 our cool-down to 350. We're continuing to inject 17 boron that will allow us then to cool down to 200 18 degrees, which is our mode five cold shutdown.
19 MR. LANNING (phonetic): Okay. Tell me 20 about what you have ongoing with regard to PRT?
21 MR. HOFFNER (phonetic): The ERT?
22 MR. LANNING (phonetic): PRT, the 23 pressurized relief tank.

35 1 pumping it out, so we're able to control the pressure.
2' We're cycling -- I'll get you a number in a minute.
3 MR. LANNING (phonetic): That'll be fine.
4 MR. HOFFNER (phonetic): But we're not 5 having any problem controlling the pressure.
6 MR. LANNING (phonetic): Okay.
7 MR. HOFFNER (phonetic): So we're using 8 our normal operating procedures to pump it out.
9 MR. LANNING (phonetic): Okay. What other 10 evolutions you have ongoing?
11 MR. HOFFNER (phonetic): Right now we're 12 investigating, obviously, what the cause was, and 13 parallel with that, we're determining what the 14 criteria is to terminate, and what the organizations 15 for the recovery will look like.
16 MR. LANNING (phonetic): Would you confirm 17 for me the sample results on the four steam 18 generators?
19 MR. HOFFNER (phonetic): Hold on one 20 second. Let me get back to you. We'll get that 21 information. I will tell you the RCS samples show no 22 RCS activity increase, so I'll get the steam generator 23 for you in one second. Okay. 36 1 activity, and then we went back to get another sample 2 on all four, and we're checking to see if the results 3 are back on those.
4 MR. LANNING (phonetic): Okay. Is that 5 something that you're getting as we speak?
6 MR. HOFFNER (phonetic): No, I believe we 7 already got those. Oh, I'm going to get you the 8 results. We've already gotten the samples.
9 MR. LANNING (phonetic): Okay. Good.
10 Good. Bill, I'm curious about where you are in 11 resetting SI in the main steam isolation valve logic.
12 MR. HOFFNER (phonetic): After the event 13 occurred, ES 1.1 when we met termination criteria had 14 us reset SI, so SI has been reset probably since a 15 half-hour following the event. So SI was reset. We 16 still have a main steam line isolation signal in, even 17 though there's no actuation devices calling for it, so 18 we've got INC looking at what the cause is and the 19 troubleshooting, and that is the potential cause of 20 the event, was a failure in our solid state protective 21 system. However, that has not been confirmed.
22 MR. LANNING (phonetic): Bill, are you 23 saying you have a signal for the MSIVs to remain 24 closed?

37 1 on main steamline isolation that affects the main 2 steamline isolations and the atmospheric dump valves.
3 Unit 3 on each generator has one atmospheric, and then 4 an atmospheric bypass valve. We are presently going 5 to cool down the atmospheric bypass valves. The 6 atmospheric valve gets a steamline isolation signal, 7 so until we would reset that signal, we can't operate 8 those valves.
9 MR. LANNING (phonetic): I understand.
10 MR. HOFFNER (phonetic): And the same, 11 until we reset it, we can't get the MSIV or the MSIV 12 bypass valves.
13 MR. LANNING (phonetic): Okay.
14 MR. HOFFNER (phonetic): Okay.
15 MR. PARTICIPANT: Is there any issues with 16 the safety release valve and completion time getting 17 to hot shutdown?
18 MR. HOFFNER (phonetic): I'm having 19 trouble hearing that.
20 MR. PARTICIPANT: Is there any issues with 21 LCO allowed outage times with the safety relief valve 22 and getting to hot standby? I just heard a rumor 23 there might be some issue with that, a tech spec 24 issue.

38 1 that spec, and we have to be in mode four, which is 2 less than 350 degrees by 20:29 tonight.
3 MR. PARTICIPANT: And you have no problem 4 getting there on the bypass valves?
5 MR. HOFFNER (phonetic): No. We believe 6 that it will be three hours once we begin the cool-7 down, so we would estimate that would be around 17:30 8 we should be less than 350.
9 MR. PARTICIPANT: Okay. So I guess-that 10 -- we thought the tech spec was like a six plus a six, 11 six hours plus six hours.
12 MR. HOFFNER (phonetic): Right.
13 MR. PARTICIPANT: The first six hours 14 might be N/A because you already were in hot standby 15 at the end of the trip.
16 MR. HOFFNER (phonetic): Yes. We looked 17 at basis at 301, and that allowed us the additional 18 time. And we're having tech support center verify 19 that to be correct.
20 MR. LANNING (phonetic): Bill, can you 21 expand upon that? I'm not sure I follow you.
22 MR. HOFFNER (phonetic): Let me just -
23 I'm going to give you over to my license manager 24 because I've just got to find out on the cool-down.

10 MR. DODSON: Yes.
11 MR. LANNING (phonetic): It's our 12 understanding you have six hours to hot shutdown?
13 MR. DODSON: That's correct.
14 MR. LANNING (phonetic): And I'm wondering 15 if you're going to be able to make that.
16 MR. DODSON: Well, that's information I'd 17 have to get from the control room. We are in mode 18 three now.
19 MR. LANNING (phonetic): Mode three is 20 more than 350?
21 MR. DODSON: Yes.

6 MR. LANNING (phonetic): Right.
7 MR. HOFFNER (phonetic): And we have to 8 get mode four, hot shutdown.
9 MR. LANNING (phonetic): By when?
10 MR. HOFFNER (phonetic): By 20:29, I think 11 is the official time.
12 MR. LANNING (phonetic): Oh, is that the 13 number you gave me earlier?
14 MR. HOFFNER (phonetic): Yes.
15 MR. LANNING (phonetic): So mode four, 16 which is less than 350, you're estimating at 20:29.
17 MR. HOFFNER (phonetic): No. No. That is 18 when the LCO time expires.
19 MR. LANNING (phonetic): Oh.
20 MR. HOFFNER (phonetic): We anticipate 21 once we begin the cool-down, it's about a three-hour 22 duration before we'll get to that point. So we would 23 anticipate being there by 17:30.

41 1 adding up all the allowed outage times for hot 2 standby, and hot shutdown?
3 MR. HOFFNER (phonetic): That is correct.
4 MR. LANNING (phonetic): Okay.
5 MR. PARTICIPANT: We're off to see if we 6 agree that that's the right way to interpret that tech 7 spec.
8 MR. HOFFNER (phonetic): I understand 9 that.
10 MR. PARTICIPANT: I think there have been 11 other sites where we interpreted it differently.
12 MR. HOFFNER (phonetic): Okay.
13 MR. LANNING (phonetic): You were going to 14 give me the results from the steam line -
15 MR. HOFFNER (phonetic): Yes. Right now, 16 the initial samples on three of the four generators 17 were no activity, and we're still in the process of 18 obtaining and analyzing the backup samples on the four 19 generators.
20 MR. LANNING (phonetic): All right. When 21 do you expect to have those, Bill?
22 MR. HOFFNER (phonetic): I don't know that 23 yet. I'll talk to the HP when I get off this phone, 24 but we have no indication of anything else that would 25 lead us to believe we've had a barrier failure in the NEAL R. GROSS COURT REPORTERS AND TRANSCRIBERS 1323 RHODE ISLAND AVE., N.W.

42 1 steam generators. All the RAD monitors pre-trip, 2 post-trip are normal, steam generator levels are 3 normal, so we'll get that. And if you want, I'll call 4 you back with the sample results.
5 MR. LANNING (phonetic): Yes, I do want 6 you to call me back. It's sort of important because 7 I understand you do have the sample for the three 8 lines, not the fourth one, and you're still steaming 9 to the atmosphere.
10 MR. HOFFNER (phonetic): Correct.
11 MR. LANNING (phonetic): So I've been told 12 that the sample results have been underway for the 13 past hour, so if you could follow up on that for me 14 and find out the status, and hopefully some results.
15 MR. HOFFNER (phonetic): Is this Wayne I'm 16 talking to?
17 MR. LANNING (phonetic): Yes, it is.
18 MR. HOFFNER (phonetic): Okay, Wayne.
19 I'll call you back when I get that result.
20 MR. LANNING (phonetic): Okay.
21 MR. HOFFNER (phonetic): Or do you want me 22 just to transfer that through the regular 23 communications?

14 Well, let's speculate a second. In the unlikely event 15 you don't achieve hot shutdown, what would the next 16 action be on your part?
17 MR. HOFFNER (phonetic): If we don't 18 achieve - if we can't achieve, it's a reportable on 19 the NOUE for failure to meet a tech spec action 20 requirement.
21 MR. LANNING (phonetic): Yes. Now would 22 you make that a UE if you were still in the alert 23 status?

6 MR. HOFFNER (phonetic): Right. And 7 that's why when we go through termination, we want to 8 make sure we're well on our way with the cool-down 9 before we terminate to make sure that we would not 10 have that occur.
11 MR. LANNING (phonetic): Okay. Anybody 12 else have questions? Okay, Bill. Thank you very 13 much.
