3 MR. PARTICIPANT: And they called down to 4 our Simulator Center, but I don't know if that's 5 happened or what the status of that is. We have some 6 corporate communications people coming up to engage 7 the media in that. But as far as I know we've only 8 had the one CBS that's an event (Inaudible).

9 MR. PARTICIPANT: Do you know if you've 10 issued another press release or not?

11 MR. PARTICIPANT: I know we are in the 12 process of reviewing it, so either it's going out or 13 we'll shortly go out to second press release.

14 MR. PARTICIPANT: All right.

15 MR. KRONEN (Phonetic): Phil Paul Kronen, 16 (Phonetic), Region I.

17 MR. PARTICIPANT: Hi, Paul.

18 MR. KRONEN (Phonetic): Your rad 19 monitoring system on steam generator blow down, is it 20 fully operable and capable right now as you put blow 21 down back in service?

3 1 requirement, however, that's the only reason it had 2 been inoperable because of the sample.

3 So the answer is yes, it's inoperable and 4 we're going to have to do grab samples as required 5 when we put it in service.

6 MR. KRONEN (Phonetic): Okay, will you try 7 to front load those, just in the event you do have any 8 activity in delta steam generators?

9 MR. PARTICIPANT: We're only going to do 10 the alpha and delta because we have still samples off 11 of bravo and charley, so as we put them in service, 12 we'll get the grab samples off of that.

13 MR. KRONEN (Phonetic): Okay.

14 MR. PARTICIPANT: And I think just for our is own time, when do you think we can expect the delta 16 steam generator analysis sample results?

17 MR. PARTICIPANT: To be honest, right now, 18 I'm not sure where they're at. I can blow them on.

19 I know Chemistry is looking at not only when we get 20 blow down, but how they'll be able to cool it, because 21 the sample off of there is not a normal path, so for 22 personal safety, we've got to make sure we have 23 adequate protection.

4 1 sample. They have to develop a way to cool it and 2 that's why we've got the chemistry supervisor and the 3 ops supervisor working together.

4 MR. PARTICIPANT: Do you have any 5 (Inaudible) monitoring the perimeter?

6 MR. PARTICIPANT: Yes.

7 MR. PARTICIPANT: What do you have going?

8 MR. PARTICIPANT: We've engaged the 9 (Inaudible). We have -- can you hear me?

10 MR. PARTICIPANT: Yes, go ahead.

11 MR. PARTICIPANT: Can you guys still hear 12 me?

13 MR. PARTICIPANT: Yes.

14 MR. PARTICIPANT: Hello? Wayne, are you 15 still there?

16 .MR. PARTICIPANT: I'm here, can you hear 17 me?

19 MR. PARTICIPANT: Hello.

20 MR. PARTICIPANT: I tried to put you on 21 the speaker, but you went away.

22 MR. PARTICIPANT: Okay.

5 1 out and they haven't seen anything at all, other than 2 normal background.

3 MR. PARTICIPANT: You faded out. Can you 4 say that again what the results are?

5 MR. PARTICIPANT: On site and off site are 6 seeing normal background indication. Nothing is 7 elevated at any -- either on site or off site.

8 MR. PARTICIPANT: Okay. Glad to hear 9 that. Anything else?

10 Okay, we thank you very much for the 11 briefing.

12 BILL HOFNER: Okay, Wayne, the next call 13 I expect is probably in the neighborhood of 45 minutes 14 once we do our evaluation and then I'll let you know 15 what our plans will be.

16 MR. PARTICIPANT: Okay.

17 MR. PARTICIPANT: Does that meet your 18 requirements?

19 MR. PARTICIPANT: That will be good. I 20 appreciate that.

21 MR. PARTICIPANT: No problem.

3 5 MR. PARTICIPANT: This is a Headquarters 6 Operation Officer. I have Bill Huffner from Millstone 7 who would like to brief the bridge. Can I put him on?

8 MR. PARTICIPANT: Yes, we're going to take 9 about a minute and a half to have everyone ready to 10 get briefers though, but go ahead and put him on.

11 MR. PARTICIPANT: I'm putting him up on 12 the bridge now.

13 (Pause.)

14 MR. PARTICIPANT: Bill Huffner is on.

15 MR. PARTICIPANT: It's Randy Blough. I'm 16 assistant to Wayne Lannigan (Phonetic), in the IRC 17 here and Wayne's on the phone right now updating the 18 Regional Administrator. So you've got Reactor Safety 19 representative here and myself. So go ahead.

20 MR. HUFFNER: Randy, I had told Wayne I 21 would give him an update once we decided how the cool 22 down is going. Cool down initially was going a little 23 slower than we wanted to, so we decided to wait until 24 1645 for another evaluation.

30 1 going to be challenged to meet the 2029 time to get to 2 hot shutdown which is Mode 4 less than 350.

3 We have right now we have established a 4 good cool down rate. We've been cooling down at 5 greater than 60 degrees per hour, so at 1645 we'll 6 discuss what it will take to get determination at that 7 point. I do have -- Wayne has told me he wants a call 8 back before we go to termination, so this is just to 9 provide the status from the last meeting we had at 10 1500.

11 MR. PARTICIPANT: What are your exit 12 criteria for the alert, Bill?

13 MR. HUFFNER: The initiating condition has 14 cleared, so that's not in place. We have a tech spec 15 required time to be in hot shutdown at 2029, so the 16 criteria here is we wanted to verify, in fact, that we 17 were not going to challenge that time, so that's 18 really the last open remaining thing is that we will 19 make that time.

20 Other than that, the cooldown looks fine.

21 We have nothing that -- we're in our normal operating 22 procedure, just the time to do the cooldown and that's 23 really the only remaining item to terminate.

24 MR. PARTICIPANT: Okay. Was there 25 anything else you wanted to provide us just now, Bill?

31 1 MR. HUFFNER: We are not steaming the 2 delta steam generator and we're still making efforts 3 to get a sample. We are in the process of developing 4 the procedures. That will allow us to get the sample.

5 So that was the one -- one of the open items is the 6 delta steam generator, but we are not releasing steam 7 from that steam generator.

8 MR. PARTICIPANT: Okay.

9 MR. HUFFNER: We still have no reason to 10 suspect any issues with the integrity of steam 11 generators. We just have been unable to get a sample 12 *off the delta.

13 MR. PARTICIPANT: Right, okay. All right.

14 MR. HUFFNER: We also, the terry 15 (Phonetic) turbine is shutdown because it's not 16 needed, but because of that, that was another steam 17 release path from the delta steam generator that is no 18 longer in service.,

19 MR. PARTICIPANT: Right, okay.

20 MR. HUFFNER: Okay?

21 MR. PARTICIPANT: All right.

22 MR. PARTICIPANT: Bill Huffner, this is 23 Silas at TSC. What's the status of the MSI signal?

24 Has that been reset or not?

32 1 line low pressure, the steam line isolation reset, or 2 the low pressure steam line reset.

3 MR. PARTICIPANT: (Inaudible) 4 MR. PARTICIPANT: Silas, did you get that?

5 MR. PARTICIPANT: (Inaudible) 6 MR. PARTICIPANT: Can you repeat that? We 7 thought we heard when you reach the low pressure 8 (Inaudible).

9 MR. HUFFNER: When we began our plant cool 10 down, one of the things was to block the low pressure 11 in the main steam line SI. When we blocked them, the 12 signal reset.

13 MR. PARTICIPANT: Okay.

14 MR. PARTICIPANT: Bill, I just want to 15 make (Inaudible) it clear we want you to proceed 16 safely with your cooldown and we wouldn't be 17 pressuring you to stay within that action statement if 18 the safer thing is to go out beyond the end of that 19 action statement. If you exceed the time to get to 20 hot shutdown, there's a process to deal with that. I 21 guess you would (Inaudible) unusual event and you 22 would explain it and it would be explainable.

23 MR. HUFFNER: Right. We right now, based 24 on our cool down rate, if we continue at the same 25 rate, at approximately 13 -- probably about 1830 or NEAL R. GROSS COURT REPORTERS AND TRANSCRIBERS 1323 RHODE ISLAND AVE., N.W.

33 1 just about two hours from now, we're right now about 2 480 degrees, so that's 130 degrees at 70 degrees. So 3 that's just under two hours we would be there.

4 So we don't believe we're going to have 5 any problem. We would like to have about two hours 6 grace and we had said about an hour and a half to 7 terminate, so we look pretty good right now as far as 8 everything is going.

9 MR. PARTICIPANT: Okay, Wayne has just 10 joined us again. I'll brief him on everything 11 (Inaudible). When should Wayne expect another update 12 from you, Bill?

13 MR. HUFFNER: We're right now going to be 14 having a briefing here in the EOF, so I would expect 15 that will go 15 minutes. So, if you give me a half 16 hour1.851852e-4 days <br />0.00444 hours <br />2.645503e-5 weeks <br />6.088e-6 months <br /> at about 1715, I'll give a call back to Wayne.

17 MR. PARTICIPANT: Okay, well, yeah, it 18 doesn't have to be that soon. It's up to you.

19 MR. HUFFNER: Well, I would like to say 20 we'll make a decision on terminating at that point.

21 MR. PARTICIPANT: Pardon?

22 MR. HUFFNER: We will make a decision 23 about terminating, so I should be ready to give Wayne 24 notification.

3 MR. PARTICIPANT: It's Wayne. Just a 4 quick follow up on your efforts to sample the 5 (Inaudible), the (Inaudible) steam generator?

6 MR. HUFFNER: Yes.

7 MR. PARTICIPANT: (Inaudible) Are you 8 still pursuing that?

9 MR. HUFFNER: Yes, we are, out of the EOF, 10 we're generating changes to a procedure that will 11 allow us to put blow down in off the delta and get a 12 sample. However, we're not steaming the delta until 13 we get that sample.

14 MR. PARTICIPANT: Okay. But you know, 15 historically, we would appreciate knowing the results 16 of that sample as quick as you can get it.

17 MR. HUFFNER: Right, we still have -- one 18 of our priority items is to get that sample.

19 MR. PARTICIPANT: Okay.

20 MR. HUFFNER: Right now, procedurally, we 21 have to make changes to get that alignment.

22 MR. PARTICIPANT: Okay. All right, if 23 you can keep us informed about that progress, I would 24 appreciate it.

3 MR. PARTICIPANT: In terms of priority, I 4 guess you've got several lists. Is this low, medium 5 or high?

6 MR. HUFFNER: This is -- other than the 7 cool down, number one on the shift manager's list.

8 MR. PARTICIPANT: All right, great. Bill, 9 I thought of another thing, it's our plan here to stay 10 in the IRC until you have reached the hot shutdown and 11 established a stable cooldown after that so that even 12 if you de-escalate and we'll still be monitoring here 13 from the region.

14 MR. HUFFNER: I understand. When we 15 terminate, you'll continue to monitor until we get to 16 hot shutdown.

17 MR. PARTICIPANT: Yes, at least until 18 then.

19 MR. HUFFNER: So we'll need to keep a 20 communication link with you.

21 MR. PARTICIPANT: Yes. We'll have to 22 discuss what that will be, because I don't know what 23 your watchbill is going to look like after that.
