U.S. Nuclear Regulatory Commission Public Meeting Summary
Title:
NRC Participation in the May 25, 2017 Public Meeting of the Vermont Nuclear Decommissioning Citizens Advisory Panel on the Proposed License Transfer for the Vermont Yankee Nuclear Power Station (CAC NO. L53175)
Date of Meeting: Thursday, May 25, 2017 Location: Brattleboro Area Middle School, Brattleboro, VT Type of Meeting: Category 3 Purpose of the Meeting:
The purpose of this meeting was to discuss the proposed license transfer of the Vermont Yankee Nuclear Power Station (VY) from Entergy Nuclear Operations, Inc. (Entergy), to NorthStar Group Services (NorthStar) for the purpose of expedited decommissioning of VY.
The meeting notice it is publicly available in the NRCs Agencywide Documents Access and Management System (ADAMS) at accession number ML17132A362. The meeting agenda is enclosed (see Enclosure 1). Other details of the meeting can be found on the NDCAP website at: http://publicservice.vermont.gov/electric/ndcap.
General Details:
The meeting was held from 6:00 p.m.-9:00 p.m. Eastern Daylight Time. Four NRC staff members participated in the NRC presentation and four other NRC staff were also present. The meeting was convened by the Chair of the Vermont Nuclear Decommissioning Citizens Advisory Panel (NDCAP), Ms. Kate OConnor. Fourteen of the NDCAP, and approximately 100 members of the public, were present. The meeting began with a short overview on the work of the NDCAP and an introduction of the members present. Ms. OConnor then introduced the invited presenters from Entergy, NorthStar, and the NRC. After the presentations, the NRC and/or Entergy/NorthStar took questions and comments first from the members of the NDCAP and then from the public assembled in the meeting room.
The NRC made a transcript of the meeting and it is publicly available in ADAMS at accession number ML17163A424. Summary of Presentations:
Presentation were given at the meeting first by Entergy which gave an update on - VYs decommissioning status, dry fuel loading and storage, water management, public service board proceeding on license transfer, nuclear Decommissioning Trust Fund, and their related outreach activities.
Entergy/NorthStar then gave a presentation on - the status of VY, the expertise and experience of the NorthStar team, the proposed schedule of site cleanup, NorthStars capabilities for decommissioning work relative to other sites, and showed a video of various NorthStar demolition projects.
The NRC staffs presentation focused on - the definition of decommissioning under NRC regulations, NorthStars proposed revision of the Post Shutdown Decommissioning Activities Report, reactor decommissioning license transfers, the license transfer review process, reactor decommissioning funding assurance, and the reactor decommissioning inspection program.

Public Participation Topic Themes:
The NRC and Entergy/NorthStar received several questions and comments from both the NDCAP and the general public at the meeting. The themes of the questions and comments were:
- 1) Responsibility for any decommissioning fund shortfalls and concerns about the financial integrity or other qualifications of NorthStar and partners
- 2) Use of the site after decommissioning
- 3) Concerns about continued storage of spent fuel after decommissioning, transportation of spent fuel and radioactive waste, and where spent fuel will go once removed from the site
- 4) Support for the timely review and approval of the license transfer and the immediate decommissioning of the facility
- 5) Concerns that support for the license transfer is partially based on proprietary information or incomplete cost information, and that the work will have proper oversight
- 6) Concerns about the proposal to rubbilize parts of the facility and burying it onsite and also support for that proposal
- 7) Concerns about the reduction of emergency planning and the proximity of school children to the plant site
- 8) Concern about Entergys current use of the decommissioning trust fund
- 9) NRC communications and coordination on the review process
- 10) The potential impact on cultural resources and environmental justice issues from site decommissioning and waste disposal A complete accounting of the comments and questions provided can be found in the meeting transcript.
Action Items/Next Steps:
The NRC staff will review the questions and comments made in this public meeting along with any written comments received during the open comment period and consider them in the review process. The themes of the questions and comments will be addressed in the Safety Evaluation Report done on the review of the license transfer request.
