OF MARCH 12, 2018, PRE-APPLICATION MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC. TO DISCUSS A FUTURE JOSEPH M. FARLEY NUCLEAR PLANT, UNITS 1 AND 2 RISK-INFORMED COMPLETION TIMES AMENDMENT (EPID L-2018-LRM-0010)

On March 12, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating, Inc., (SNC) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. This was a pre-application meeting to discuss a future licensing amendment regarding risk-informed completion times (RICT), also commonly known as Initiative 4b, "Risk-Managed Technical Specification (RMTS) Guidelines," Revision 0-A .

The meeting notice and agenda, dated February 20, 2018, are available in the NRC Public Meeting website and in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18051A041. A list of attendees is provided in Enclosure 1. Prior to the meeting, SNC provided their presentation and portions of the draft application that can be found at ADAMS Package Accession No. ML18065A015.

During the meeting, SNC followed the presentation that included the license amendment scope, schedule, and key features of the submittal. Of particular note, SNC stated the Joseph M.

Farley Nuclear Plant, Units 1 and 2 (Farley) application will be identical to the Vogtle Electric Generating Plant (Vogtle) Risk-Informed application that was approved by the NRC on August 8, 2017 (ADAMS Accession No. ML15127A669). SNC stated that the application will contain the "Methods" license condition that is identical to Vogtle but suggested that SNC may revise the application if progress is made on TSTF-505, "Provide Risk-Informed Extended Completions times - RITSTF Initiative 4b." SNC stated they are using the most current Probabilistic Risk Assessment (PRA) model for this application for everything except for Enclosure 1, "List of Revised Required Actions to Corresponding PRA Functions." SNC plans to submit the application in the April to May 2018 time frame.

NRC staff requested, consistent with the Vogtle precedent, SNC provide adequate justification if they request to use the RICT for any action items where there is loss of capability to satisfy the design basis parameters criteria but for which the lesser but capability would satisfy the PRA success criteria (i.e., PRA functional). SNC stated that the Internal Events Facts and Observations {F&Os) may be complete in the April 2018 time frame. The NRC staff suggested SNC consider submitting the application after the Internal Events F&Os is complete so that the results of the review can be incorporated into the original amendment and not provided as a

supplement during the NRC staff review. NRC staff and SNC agreed that early interactions regarding the differences between Vogtle and Farley electrical distribution system would be beneficial. NRC staff suggested the application include clear definitions for the terms such as system, subsystem, and train in the electrical distribution system. NRC staff agreed that the SNC approach to base the Farley application on the Vogtle Initiative 4b approach is reasonable for this proposed licensing action.

No regulatory decisions or commitments were made during the meeting. There were no public comments. The issuance of this summary closes EPID L-2018-LRM-0010.
