OF REGULATORY AUDIT IN SUPPORT OF LICENSE AMENDMENT REQUEST NO. 2017-03 (EPID L-2017-LLA-0219)

Dear Mr. Burchfield:

By letter ONS-2017-074 dated October 20, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17299A125), Duke Energy Carolinas, LLC submitted License Amendment Request No. 2017-03 for Oconee Nuclear Station, Units 1, 2, and 3 regarding revisions to the Standby Shutdown Facility description in the Updated Final Safety Analysis Report. From February 14, 2018 through March 23, 2018, staff from the U.S. Nuclear Regulatory Commission's (NRC's) Office of Nuclear Reactor Regulation conducted an audit to support its review of the amendment request. The audit plan is available in ADAMS at Accession No. ML18032A461.

The audit occurred at the NRC's office in Rockville, Maryland. NRC technical reviewers assigned to review the amendment request conducted the audit using an internet-based portal provided by the licensee. The purpose of the audit was to review the licensee's thermal-hydraulic analyses, which were not available on the docket in ADAMS, to acquire additional understanding about the amendment request and to determine whether additional information was needed to be docketed to complete the staff's safety evaluation. On March 14, 2018, the NRC staff held a teleconference with the licensee to discuss the documents on the portal. The staff will request additional information, as needed, in accordance with NRC Office of Nuclear Reactor Regulation, Office Instruction LIC-101, "License Amendment Review Procedures" (ADAMS Accession No. ML16061A451).
